Position Title: Program Manager
Location: Albuquerque, New Mexico

Position Summary
The Program Manager is responsible for overall Program Management, Program Planning and Administration; Personnel Development and Training, serves as a single point of contact to the Contracting Officer’s Representative, and represents Advancia Aeronautics in dealing with senior Office of Personnel and Facility Clearances and Classification (OPFCC) and the National Nuclear Security Administration; manages resources, costs, and conflicts; provides overall direction to contractor personnel; provides reports and task assignments and ensures the quality and timeliness of deliverables and completed tasks, and travels as required to perform assignments associated with OPFCC program responsibilities.
Essential Duties & Responsibilities
Provide overall oversight and program management of the OPFCC program responsibilities to the NNSA clearance population.
Provide expertise and training to all staff to meet OPFCC program requirements.
Complete refresher training and maintain accurate training records.
Maintain budget reporting system.
Assist with the resolution and findings, preparation of corrective action plans and milestones.
Support OPFCC with site surveys and assessments
Develop data calls and Survey Inspection Plan, document reviews, interviews, and prepare survey reports.
Education & Experience Requirements
Possess a bachelor’s degree in business administration, or a bachelor’s degree in any other discipline paired with at least 5 years of work experience as a manger involving safeguards and security; or ten years’ experience involving safeguards and security, with at least three years as a manager of a safeguards and security program at the second tier or higher level with a strong background in personnel security.
A master’s degree in business administration or a comparable business management discipline is highly desired.
Must have experience in training and management and in directing an organization with a diverse mix of management, technical and administrative functions as well as experience working with senior government officials.
Must possess excellent oral and written communication skills and can meet deadlines and perform under pressure and have detailed knowledge of DOE and NNSA safeguards and security programs.
Must be a U.S citizen.
Must be able to obtain DOE Q-clearance.
Working Conditions/Working Environment/Physical Demands
Position dependent upon contract award and security background investigation
