EXAMPLE OF DUTIES
Pay Grade: LUnder general supervision, applies project management knowledge, skills, tools, and techniques in supporting project leads and driving the development and application of project management methodology and culture.Primary Duties & Responsibilities: Serves as business relationship point of contact for assigned program(s).Assist assigned program(s) with defect/change request case (i.e., data required to submit a formal request) .Lead and facilitate JAR and JAD sessions with agency stakeholder SMEs and vendor to capture requirements.Translate, analyze, organize and document agency stakeholder requirements.Responsible for requirements traceability to ensure all requirements are tested and validated.Collaborate with Quality Team in the creation of test scripts and scenarios.Assist in the testing of scripts and use cases, where applicable.Responsible for requirements management and communications to project manager and other stakeholders.Ensure agency stakeholder requirements are reviewed, and approved, by the respective agency authority or delegate.Assist in troubleshooting activities through to resolution.Core Competencies: Ability to handle change management for new requirements.Ability to work effectively with a diverse project team in a highly visible, fast paced and changing project environment with aggressive timelines.Ability to work effectively with personnel at multiple levels of the organization.Ability to work effectively as a dedicated team member; ability to effectively and accurately communicate with other team members.Ability to effectively manage and complete multiple tasks simultaneously.Strong analytical skills.Demonstrated performance as a self-motivated and goal-oriented professional who can work with minimal supervision, exercise good judgment and keep critical systems operational.Excellent oral, written, presentation and interpersonal communication and planning skills.Strong proficiency in the use of Microsoft Office Suite and/or standard software applications typically used in a corporate office environment.
MINIMUM QUALIFICATIONS
Bachelor's degree in a related field from an accredited college or university AND Three (3) years of recent relevant project management experience, with a progression in responsibility AND eligibility to sit for Project Management Professional (PMP) certification.Preferred Qualifications: Preference will be given to candidates who, in addition to meeting the minimum qualifications, demonstrate some or all of the following skills/experience: ITIL or Prince Foundation certification.Previous experience with ITIL release processes, service management.Strong proficiency with Microsoft Excel & Word and SharePoint usage.Intermediate proficiency with Microsoft Project.Proficiency with Rational Team Concert (RTC) defect management tool, and Project Management Center (PMC).Knowledge of agency standards and procedures and security and control methods and systems.Strong interpersonal, communication, and leadership skills, as well as a high level of motivation, decisiveness, flexibility, and sound business judgment.Effective planning and problem-solving abilities, and strong technical expertise.Knowledge of instructional design and project management concepts, as well as experience in the development and implementation of systems.Well-organized; able to work under pressure, and effectively prioritizes in a demanding environment to meet tight deadlines and to successfully deliver quality releases with near-zero defects.Skilled in using Microsoft Office including Word, Excel; knowledge of PowerPoint and/or Visio.
