In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan 2022-2025.

Within the GPN, the Crisis Bureau guides UNDP’s corporate crisis and fragility related strategies and vision for crisis prevention, response and recovery. The Bureau has the responsibility for support to prevention, crisis response, resilience, recovery and peacebuilding work under the auspices of UNDP’s Strategic Plan. Crisis Bureau staff provide global strategic advice to UNDP management and technical advice to regional hubs and Country Offices; advocate for UNDP corporate messages, represent UNDP at multi-stakeholder fora, and engage in UN inter-agency coordination in specific thematic areas. As part of the Global Policy Network (GPN), the Crisis Bureau works in an integrated manner with UNDP’s Bureau for Policy and Programme Support (BPPS) ensuring that issues are fully integrated into UNDP’s development programmes. Peace outcomes are delivered in a coherent manner, working across the GPN that includes the Governance team in Bureau of Policy and Programme Support.

The Conflict Prevention, Peacebuilding and Responsive Institutions (CPPRI) team within the Crisis Bureau works on an integrated, conflict sensitive offer to strengthen development pathways to prevent conflict and build/sustain peace. Through a complementary thematic portfolio, policy and advocacy, technical accompaniment, partnerships and tools, CPPRI contributes to UNDP’s Strategic Plan 2022-2025 with a focus on Leaving No One Behind, resilience, and structural transformation. As part of the Global Policy Network (GPN), the CPPRI Team covers the following thematic/programming areas:

Conflict Prevention and Peacebuilding;
Preventing Violent Extremism (PVE);
Core Government Functions and Local Governance;
Climate Security.

The International Dialogue on Peacebuilding and Statebuilding (IDPS) Secretariat, hosted by the United Nations Development Programme,(UNDP), provides coordination support through facilitating regular communication among its constituencies, coordinating meetings and events to support the implementation of IDPS activities, and facilitating linkages between IDPS and other relevant fora. It provides administrative support for IDPS meetings and events, fundraising efforts and managing of reporting to donors. The Secretariat further provides communication support through production and dissemination of relevant analytical work, facilitating knowledge sharing, consolidating, and disseminating learning from IDPS events on SDG 16+ and Sustaining Peace agendas, developing communication products, and maintaining IDPS presence on social media platforms.

To bring this new agenda to the fore, the IDPS Secretariat implements the dialogue and moves the collective agenda of the IDPS members forward by coordinating member participation, commitments and facilitating experience sharing and knowledge exchange among members. Through an evolution of the IDPS platform, consulted and developed with the co-chairs, UNDP and strategic partners and constituency, the objective of the International Dialogue is to strengthen conflict prevention, peacebuilding and statebuilding for the international community through policy, programme and partnerships, better understanding of the context, incentives, and political realities, at the global, regional, and country levels.
Job Purpose and Organizational Context

The incumbent will report to the Team Leader, Conflict Prevention and Peacebuilding,, CPPRI, Crisis Bureau, UNDP. The IDPS co-chairs and members will provide guidance to the Secretariat.
Together with the G7 Project Associate and as part of the newly established Secretariat of the IDPS, the Programme Specialist will provide coordination and programme management support across a range of activities. During the initial start-up phase of its work (2022-2023), the IDPS will implement a consultation process, conduct desk review and interviews of membership, and analyze past achievements, commitments, and ongoing relevant dialogue and discussions regarding peacebuilding, prevention and sustaining peace. This multi-thematic project covering coordination, project management and advocacy will strengthen peacebuilding dialogue through building partnerships, the exchange of information and good practices, leveraging collaboration, and communications and knowledge management for the IDPS.
Duties and Responsibilities
1. Project management, and coordination (50%):

Coordinates IDPS Secretariat project management and operations, including activities related to work planning, implementation.
Leads monitoring of overall implementation based on programmatic indicators, as well as corporate reporting and evaluation requirements.
Facilitates regular communication and coordination between IDPS constituencies’ secretariats, between the secretariats and the co-chairs’ offices’ focal points, and between the co-chairs’ offices focal points.
Facilitates the necessary linkages between the IDPS and other fora on priorities, topics and events that have shared value for all constituencies.
Assures budget planning and funds management, including through ATLAS/Quantum and the timely submission of programme/project proposals and submissions, progress reports etc.) and prepares related documents/reports for IDPS Secretariat donors.
Assists in drafting sections of reports and studies, including the review and analysis of issues and trends, preparation of assessments or other background research activities and studies on peacebuilding, prevention, and sustaining peace.
Manages day-to-day coordination and correspondence of the Secretariat with internal UNDP units, finance, procurement etc.
Performs other assignments, in collaboration with partners.
Supports partnership building and implements resource mobilization strategies.
Supports delivery of project results and other duties as required.

2. Communications and events management (30%)

Provides substantive advocacy support to IDPS Secretariat project through the formulation and management of conferences, meetings/workshops and multi-partner consultations in coordination with partners, including preparing agendas, identifying participants, preparation of documents, presentations, logistics, meeting minutes etc.
Prepares media and communications products (articles, stories, press releases, reports, human-interest stories, social media, inputs to publications etc.) to keep IDPS constituencies informed of relevant activities taking place across the partnership in line with shared priorities.
Manage the production and dissemination of relevant analytical work, under the guidance of CPPRI and the IDPS Co-Chairs, in line with the priorities of the partnership and the co-chairs’ to inform political dialogue and facilitate knowledge sharing.
Serving as the authoritative information source on the IDPS, its meetings, decisions and outcomes, which includes keeping records on the IDPS website.
Support the preparation of donor briefs, presentations, progress overviews and snapshots based on monitoring reports.
Coordinates and supports the editing, design and publication of knowledge and advocacy products.
Implement the distribution and dissemination of relevant knowledge products; plan, develop and launch campaigns and roll-out strategies.

3. Knowledge management (20%)

Ensures quality control of knowledge products through review/consultation, design process, and consultant management
Consolidating and disseminating learning from IDPS events on the delivery of SDG 16+ and the sustaining peace/conflict prevention agendas.
Manages an up-to-date library of knowledge related to the thematic areas of IDPS and share documents with team members and respond to their specific requests for information.
Maintains the IDPS’ presence on the main social media platforms, thereby helping extend the reach of messages and information on the objectives of the platform

Required Skills and Experience
Education:

A Master’s degree or equivalent in Social Sciences, Development Studies, Conflict Studies, International Relations, Political Science, or related field or
A First-level University Degree (Bachelor’s Degree) in combination with 2 additional years of relevant field experience will be given due consideration in lieu of a Master’s degree.

Experience:

Minimum 5 years with a Master’s degree or 7 years with a Bachelor’s degree of relevant experience at the national or international level in providing management advisory services and/or programme management and communication for UN, government, and/or bilateral/multilateral organizations;
Excellent all-round knowledge of the UN system, in particular its international development AND its peace and security work;
Previous experience coordinating and/or managing a multi-partner/agency secretariat or platform in a global or regional context.
Demonstrated experience in organizing and facilitating consultative processes.
Excellent drafting skills in English.

Language Requirement:

Proficiency in English;
Working knowledge of other UN language desirable
