Program Specialist III
Under the general supervision of the Newborn Screening Support Group (NBSSG) Manager II, performs complex consultative and technical assistance work in planning, development, and implementation of the Texas Early Hearing Detection and Intervention (TEHDI) Program activities. Work involves providing consultative and technical assistance to the program contractors, Health Service Regions (HSRs), other governmental agencies, community organizations, birth facilities, and the general public. Interprets federal and state laws, Texas Administrative Code rules and regulations, and assists in the development of procedures, and guidelines for the program. Coordinates TEHDI Program’s certification process for birth facilities and works closely with the TEHDI Management Information System (MIS) Vendor. Develops Scopes of Work, monitors contracts as needed and serves as liaison between program management, the Contract Management Section (CMS), Health and Human Services Commission Information Technology (HHSC IT), and program contractors. Provides technical assistance to newborn hearing screening providers; advises on TEHDI care coordination initiatives; quality assurance activities and mentors TEHDI interns. Compiles, analyzes, and prepares reports, statistical information on performance related to birthing facility newborn hearing screening certification and contractual activities data. Works under general supervision with moderate latitude for the use of initiative and independent judgment.


Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(25%) Provides consultative services to plan, implement, and monitor newborn hearing screening programs. Coordinates contracting processes, including monitoring and quality assurance activities. Ensures quality assurance reports are received from contractor as specified in program contract. Studies and analyzes program operations and prepares detailed and comprehensive reports of findings and recommendations. Serves as liaison between contractor, CMS, HHSC IT, and program management.

(25%) Coordinates the TEHDI Program’s certification process. Assures that monitoring and certification information for birthing facility newborn hearing screening programs is received in a timely fashion from the MIS Vendor. Ensures timely communication between birthing facilities and MIS Vendor as needed. Provides technical assistance on program services to health care providers.

(25%) Participates in program planning, development, and implementation of new initiatives by preparing policies, procedures, and program guidelines. Acts as a liaison and supports HSR and parent-contracted follow-up activities. Interprets state and federal laws, and Texas Administrative Code rules relating to newborn hearing screening requirements. Prepares justifications for and assists in implementing procedural or policy changes. Implements changes in program requirements as required by legislative guidelines. Compiles, analyzes, and prepares statistical information on performance related to birthing facility newborn hearing screening certification and contractual activities data.

(10%) Travels as needed throughout Texas in partnership with the MIS Vendor to visit hospitals as the TEHDI program representative. Provides consultation and technical assistance on hearing screening best practices and the use of scripted messages by hearing screening personnel when communicating with parents. Ensures training is provided for new screening personnel and reviews hospital procedures and protocols.

(10%) Helps to plan, develop, and implement educational programs on newborn hearing screening best practices. Provides information to the general public, parents, and health professionals through the printed educational materials, verbal presentations, electronic publications (e-news, web presence), and statistical reports. Writes, designs, and edits correspondence and procedure guidelines. Provides technical assistance to newborn hearing screening providers; participates in care coordination initiatives; quality assurance activities and mentors TEHDI interns.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Initial Selection Criteria:
Experience in providing technical assistance and consultation to internal/external stakeholders.
Experience in monitoring contracts and/or program outcomes preferred.
Experience in written correspondence, policies, or procedures.
Experience with compiling, analyzing, and preparing reports on program activities and/or data preferred.
