TDMHSAS is Tennessee's state mental health and substance abuse authority and serves Tennesseans through statewide mobile crisis services, peer recovery, housing and homelessness, faith-based initiatives, substance abuse treatment and recovery, psychiatric hospital and licensure services. JOB OVERVIEW

Tennessee's Opioid Abatement Council was created by the Tennessee General Assembly in Public Chapter 491 to manage the disbursement of proceeds from lawsuits relating to opioids. The Council upholds the responsibility to ensure the disbursements of these funds go toward funding programs, strategies, expenditures, and other actions designed to prevent and address the misuse and abuse of opioid products and treat or mitigate opioid use or related disorders or other effects of the opioid epidemic. Disbursement directives include:

· Funding or supporting opioid abatement and remediation purposes and related administrative costs

· Incorporating input from the TDMHSAS Statewide Planning and Policy Council’s Need Assessment Process

· Developing policies for stakeholder input

· Reporting annually on funds deposited, strategies funded, and disbursements made

The Opioid Abatement Council, Program Manager position will report directly to the Executive Director of the Opioid Abatement Council and does not supervise any employees. The Program Manager will have key responsibilities including supporting the Executive Director, creating new policies and procedures, developing and maintaining provider contracts, and ensuring compliance with relevant law and policies.

RESPONSIBILITIES

[50%] Document management for the Opioid Abatement Council

· Create, maintain and manage the policies and procedures of the Council

· Create, maintain and manage required written reports, including meeting minutes, of the Council

[25%] Contract management for the Opioid Abatement Council

· Create, maintain and manage the list of approved programs for opioid abatement and remediation for use by the Council

· Create, maintain and manage the certification process through which government entities verify the use of funds

· Partner closely with TDMHSAS Office of Contracts to develop and manage provider contracts, to include scope developments, budget develops and invoice remittance

[25%] Ensure compliance with state and federal law and policy

· Partner closely with the Tennessee Attorney General’s office on interpretation and compliance with the state law

· Partner closely with TDMHSAS Division of General Counsel on legal matters

· Compile, interpret and make available any relevant laws and policies for the Council

· Oversee compliance efforts and create reports to the Council

MINIMUM QUALIFICATIONS

· Bachelor’s level degree in English, political science, law or public health or higher;

· 3+ years’ relative work experience

· Strong, clear, and concise oral and written communication skills

· Strong organizational skills, including the ability to prioritize, multi-task, and manage workload to meet specific timeframes and deadlines.

· Strong work ethic, professionalism, and ability to work well with a team.

· Innovative thinking and problem-solving skills and ability to adapt to changing priorities

COMPENSATION

· Compensation arrangements are competitive and will be commensurate with the selected candidate’s experience and responsibilities of this position.
