The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. HJF is seeking a Program Manager II or III to provide administrative project oversight to maximize the effective use of project resources. Oversees budget and accounting, space management, personnel management, overall management, contracts, and purchasing areas. Works on complex problems and identifies and evaluates solutions.
This position will be in support of Consortium for Health and Military Performance (CHAMP).
Note: This site requires that the incumbent has lived in the US for three out of the past five years.
- Oversees the strategic implementation of grant awards.
- Ensures compliance with all contract requirements, schedules, and provisions.
- Supervises other program managers.
- Provides guidance, assigns and reviews work, and conducts performance evaluations.
- Contributes to strategic planning.
- Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program.
- Develops and manages program plans from inception to deployment, applying project management methodology and enforcing best practice standards.
- Analyzes costs and pricing data submitted by the contract centers to verify and substantiate direct and indirect costs.
- Prepares requests for contract actions and proposals.
- Initiates and monitors program actions including budgets, purchasing, and hiring activities.
- Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Management in the administration of agreements, contracts and research compliance.
- Applies expertise in establishing more complex standard operating procedures and leading improvements.
- Responds to complex requests and escalated complaints.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
- May include budgetary responsibility to include plan/forecast, prepare, approve, monitor.
Required Knowledge, Skills and Abilities
- Knowledge of organizational objectives, the federal budget process, office automation.
- Ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously.
- Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience.
Work Environment
- This position will take place primarily in a office setting.
Education and Experience
Level II
- Bachelor's Degree required.
- Master's Degree preferred.
- Minimum of 6-8 years experience required.
- Bachelor's Degree required.
- Master’s Degree preferred.
- Minimum of 9-10 years experience required.
Licenses and Certifications
- PMP preferred.
