Job Description:

OBAN is seeking a Program Manager - HR Support Services to join its Federal customer.

  • Function as primary point-of-contact for the program and authorized interface with the COR and other government personnel.
  • Provide an escalation path for FDA leadership and provide subject matter expertise and guidance, and when necessary, address issues or challenges.
  • Responsible for identifying and leveraging the best of the contractor’s resources and subject matter experts through reach back into the contractor’s organization as needed to provide the appropriate resources for all or part of the period of performance for each Task Order.
  • Provide the day-to-day management, oversight and execution of the Statement of Work including the preparation of quality work products and deliverables.
  • Monitor the project’s performance, and preparation and quality of project deliverables.
  • Provide guidance to team and stakeholders on the most effective ways to meet FDA goals and objectives and advocate leading practices and approaches that mold to FDA culture and environment.
  • Develop a cohesive program management approach, including staffing plans, management of resources, detailed project plans and Integrated Master Schedule (IMS), issue and risk management, decision tracking, and budget tracking.
  • Manage and oversee all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in any work order including schedule management, action and decision tracking, quality management, project change management, communications with FDA, and risk and issue management.
  • Participate in the continuous, quality improvement activities of the contractor resources and work products and deliverables.
  • Manage teams that will Plan and facilitate interviews, working sessions and other meetings with stakeholders.
  • Select, train, supervise, and evaluate the performance of project staff.
  • Assist in the development and implementation of project or program work standards, policy guidelines, and procedures.
  • Prepare specialized reports, surveys, and other program descriptive information and materials.
  • Analyze and synthesize findings, develop recommendations, and integrate individual work streams into Deliverables and work products.

Qualifications:

  • Minimum of ten (10) years of IT experience, with at least five (5) years of experience working on Government implementations of Information Technology Solutions and Business Operations projects and services, with at least four (4) years at the FDA.
  • Project management experience responsible for delivering a program in the HR domain, and interacting with customer executives and senior level stakeholders, including developing project schedules, creating status reports, executing risk and issue management, managing a large team, and interacting with senior level stakeholders.
  • In depth knowledge of HR data, proven experience implementing data cleaning approaches and optimizing the use of HR data for federal agencies to reduce level of effort and increase quality.
  • In depth understanding of the full HR lifecycle, having demonstrated the ability to lead teams to improve through metrics at least three major, and unique processes across the HR lifecycle.
  • Experience running IDIQ task order contracts.
  • Prior related work experience on projects dealing with one or more of the following HR domains: Federal Staffing and Recruiting, Federal Benefits, Federal Payroll, Federal Personnel Action processing.
  • Excellent written, verbal and presentation skills.

Education:
Bachelor’s degree in Business, Economics, computer Science, Information Systems, Engineering, or another technical field; PMP Certification.
