Position Summary:
The Diversion Program Manager is responsible for coordination and collaboration with the community in relationship to the full scope of Catholic Charities Diversion Services provided within the North Central Region.
This position has primary leadership and development role to oversee the Trueblood and WASPC Grants in conjunction with the local courts, law enforcement, hospital and other community programs. The Diversion Program Manager will work directly with law enforcement in conjunction with Jail Diversion Services in order to provide mental health services and train staff to work with law enforcement to prevent incarceration when indicated. The Diversion Program Manager will also provide direct services in tandem with the Jail services program to incarcerated high risk individuals with serious mental illness, and work collaboratively with the criminal justice system to implement effective services for incarcerated individuals with mental illness. In working with the police, the jail and the court system, the Diversion Program Manager will continue with the long-range goal of facilitating improvements to the mental health system of care.
Responsibilities:
General Duties
- Responsible for maintaining the grant requirements and outcomes outlined by Trueblood and WASPC Grants.
- In partnership with the Jail Services Manager and the North Central Director, develop effective mental health services for incarcerated individuals
- Work with the psychologist who performs 1077 evaluations to facilitate linkage to services upon release from jail, with a primary focus on individuals who are well-known to the crisis system
- Focus on ways to stabilize high risk individuals at risk of forensic hospitalizations at ESH
- Provide direct Crisis Intervention services in support of law enforcement, works with community CIT trainers and police to improve coordination with community Mental Health system, with goal of diverting individuals from incarceration when appropriate
Consultation and Training Activities
- Design, conduct and/or oversee training activities for diversion staff to meet Diversion Team members
- Collaboratively work with community partners, jail, juvenile detention center, police and court system, as indicated
Supervision Clinical Consultation for Crisis Programs
- Educates and mentors staff at all levels on principles of diversion services
- Participates in multi-disciplinary team meetings, training, and specialist and psychiatric consultations as indicated to facilitate program development and quality service delivery for persons served.
- Models team approach for team members that facilitate positive communication and cooperation between all staff.
- Communicates in a professional manner that promotes team work, dignity, positive relationships, trust and respect among team members.
- Monitors staff efforts in linking and coordinating with internal and external interdisciplinary team members and other activities that demonstrate good clinical management of individuals with serious mental illness.
- Creates structures, systems and processes that encourage successful innovation in delivering mental health services to individuals with serious mental illness who are at risk for decompensation and hospitalization.
Engage with Community Partners
- Meets with community partners to build collaborative working relationships that enhance communication and collaboration in the management of individuals with serious mental illness
- Works with community agencies including Hospital administrators, law enforcement, Child Protective Services, hospitals, jails and community physicians as indicated to ensure crisis services meet consumer and community needs.
- Works with the Team Lead for PACT and the Manager of Outpatient Services to ensure that services are coordinated with the services provided in PACT, Outpatient and day support programs
- Works with court system to develop and implement mental health court as a best practice for working with offenders with mental illness.
Quality Improvement Activities
- Reviews crisis records to ensure quality and appropriateness of crisis services and documentation if service delivery.
- Works collaboratively with community partners, psychiatric providers, crisis staff and supervisors to ensure client needs are met and to maximize client stabilization in the least restrictive environment possible.
- Coordinates Crisis Services information management activities, data collection and reporting activities in collaboration with the North Central Director
- Works to ensure the diversion supply needs are met, as indicated
- Contributes to the development and implementation of quality services as outlined in the WAC, agency policies and procedures and the agencys Quality Improvement Plan; participates in relevant agency quality improvement projects.
- Monitors diversion programs and facilities to ensure the safety and security of persons served and the delivery of services in accordance with the WAC and contract requirements.
Safety and Security
- Ensures diversion services meet the safety needs of the individuals served
- Participates in verbal de-escalation and intervention in emergent situations as indicated to maintain a safe and secure environment in the diversion program locations
Performs other duties as assigned

Physical Requirements:
This position normally requires the physical demands of standing, walking, bending, lifting or performing other work requiring low physical exertion, talking and hearing on a regular basis to perform the job requirements. These physical demands are required up to 80% of the time. Position also requires ability to drive with adequate vision.
Non-Physical Requirements:
Education
- Masters degree in Social Behavioral Sciences required
Experience
- Minimum of 3 years experience in the provision of Mental Health supervision and/or management of Crisis Services
Special Skills
- Knowledge of Behavioral Health Care delivery to adults and children
- Knowledge of the diversion system and diversion intervention methodologies
- Experience conducting ITA evaluations or intimate knowledge of the related laws and clinical procedures needed
- Knowledge of Washington Administrative Codes for Acute Crisis Services
- Ability to work with others to accomplish objectives and achieve expected results
- Experience providing training and consultation related to working with individuals with mental illness
- Strong crisis assessment and stabilization skills
- Possess good verbal and written communication skills for communicating with persons served of all ages and staff
- Uses the computer effectively and adheres to Catholic Charities standards, following the agencys security policies and procedures
- Culturally competent: recognizes cultural, racial and other issues that impact treatment, relationships and communications, and integrates that knowledge to work effectively with different cultures
- Ability to work independently and as a team member
- Uses a strength-based approach in interaction with others and promotes a positive work environment
- Ability to represent the agency in a professional manner within the community
- Understands and adheres to Catholic Charities philosophy and expectations for professional service
- Ability to work beyond 40 hours when needed as part of salaried, exempt, administrative position
Licensure, Registration, Certification
- Licensure as a social worker, mental health counselor or marriage and family therapist with the State of Washington preferred. Agency Affiliated Required.
- Designated Mental Health Professional status in Chelan-Douglas RSN
- Designated Crisis Responder, Required
- First Aid/CPR Certification
- Child Mental Health Specialist and/or additional specialist designations preferred.
- Preferred completion of a clinical supervision course.
- Valid WA drivers license, access to vehicle and minimum agency required liability insurance
