Summary/Objective 

The Program Manager at Independence Hall provides program oversight for the Veterans transitional housing facility, Service Coordinator, and the Grant and Per Diem Program (GPD). This includes staff performance management, budgetary management, accreditation compliance, programmatic compliance and performance, and providing best practices in case management to assist Bridge Housing and Service Intensive enrolled Veterans obtain housing and long-term stability.

Essential Functions

  • Maintain Veterans Affairs (VA) Certification for the GPD program and transitional housing facility
  • Maintain Commission on Accreditation of Rehabilitation Facilities (CARF) compliance to ensure continued accreditation
  • Supervise and assess referrals and admittance to the GPD program
  • Provide best practices in case management to help qualified Veterans obtain housing and long-term stability
  • Provide direct supervision to GPD residential facility coordinators and/or monitors, including hiring and performance management
  • Act as a liaison between VOANR and other community organizations and partners
  • Work with staff and community partners to identify program needs within the community
  • Monitor monthly program expenditures and financial performance
  • Ensure physical building structure and grounds continually meet organizational expectations and programmatic requirements
  • Enter data into appropriate and identified information systems
  • Other duties as assigned

Supervisory Responsibility

This position provides supervision to the Overnight Monitors, Service Coordinator, and Housing Retention Coordinators. This position also serves as a coach and mentor for other positions in the organization.

Work Environment

This job operates in a professional office environment within a transitional housing facility setting. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones.

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and the ability to adjust focus.

Position Type/Expected Hours of Work

This is a full-time, exempt position. Days and work hours are generally Monday through Friday, 8:00 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel

May be required to travel for a day and overnight trips as necessary for essential program oversight.

Required Education, Experience, or Eligibility Qualifications

  • A bachelor's degree in social services or related field, plus two years of management and/or supervisory experience.

OR

  • An Associate degree in social services or related field, plus three years of management and/or supervisory experience
  • Valid driver's license.

Preferred Education and Experience

  • Bachelor's degree in social services or related field, plus two years of management and/or supervisory experience
  • Non-profit experience
  • Military/Veteran experience
