Dewberry is currently seeking a Program Manager for Construction Services. The position will be based in Gainesville, Virginia with management and oversight of the Mid Atlantic Construction Engineering, Construction Management, and Quality Assurance/Quality Control Inspection services. This is a senior level position with business development, personnel, and department management oversight for a 45+ person group with projects throughout Virginia, Maryland, and DC. Position includes subconsultant contracting and overall project performance for range of projects and assignments across the Mid Atlantic geographic area.

The Program Manager will be responsible for supervising construction managers and resident engineers assigned to transportation and infrastructure projects, developing business strategy, maintaining existing owner/client relationships and developing new clients and business. Markets and submarkets currently being serviced are transportation (highways, bridges, tunnels, and transit facilities), public and institutional, private sector commercial, and regulated utilities.

Candidates should have at least 15 years of experience in the fields of construction management and construction engineering and QA/QC inspection with at least 10 years of progressive supervisory responsibility and technical project management. Candidates should have a BS in Engineering or Construction Management and be able to demonstrate having the skills and ability to oversee and manage a diverse professional workforce of engineers, construction managers, inspectors, technicians, and specialty consultants on simultaneous projects with management plans and staffing requirements tailored to type of services and owner/client requirements. Candidates should demonstrate knowledge of and ability to adapt to all project delivery methods and industry trends including design-bid-build, design-build, progressive design-build and construction management at risk. Business development with emphasis on targeted growth and geographic expansion are key deliverables for this position.

Responsibilities:
  • Manage and oversee the construction management and CEI practice in VA, MD, & DC.
  • Lead the business development activities including identification of potential project leads, strategic and tactical positioning for pursuits and teaming.
  • Lead marketing support professionals in scoping and preparing both technical and fee proposals for a variety of public and commercial clients including supporting internal CM/CEI/ CA from entities within Dewberry.
  • Lead and manage a team of talented Project Managers responsible for construction management and CEI projects for public and private owners and clients.
  • Operational analysis, financial management, strategic planning, and quality improvement, and safety adherence requirements of the practice.
  • Monitor scope, schedules, and budget for projects and business unit.
  • Recruiting, hiring, retaining, mentoring and managing the full range of qualified personnel.
  • Support other offices and operations in Dewberry by providing construction management-related and construction inspection and observation services on planning, design and construction projects.
  • Drive growth to ensure continued success of the practice area while maintaining professionalism and strong client retention.
Required Skills & Required Experience:
  • B.S. in Construction, Civil Engineering or related field is required, M.S. degree is preferred.
  • 15+ years of experience in increasing levels of project and client management with proven experience in the consulting, design and construction industries.
  • PE license in Virginia with ability to secure same in Maryland and D.C., a CCM certification is also desirable.
  • A minimum of 10 years project management and technical staff supervision experience.
  • Knowledge of Design-Build and Design-Bid-Build methods of project delivery.
  • Knowledge of current VDOT, MDOT, DDOT technical project requirements and policies as well as procurement practices related to design and construction projects.
  • Accomplished technical professional and proven leadership skills are required.
  • Excellent written and verbal communication skills.
  • Strong leadership qualities and ability to coach and mentor subordinates and other staff.
  • Strong client retention and business development skills are required.
