Program Facilitator
Summary/Objective
The Program Facilitator is a highly dedicated, organized, and passion-driven individual that has the desire to support vulnerable communities and serve as a change agent in their journey toward achieving climate adaptation and resilience. This role is committed to building close relationships and providing technical assistance to Program participants and of the CDBG-DR Whole Communities Resilience Planning (WCRP) Program to support the development of community-led resiliency plans. The Program Facilitator works alongside an interdisciplinary team of individuals to provide timely program management and technical assistance to stakeholders serving as a guide and trusted advisor throughout the participant’s participatory planning process.

The Program Facilitator works alongside an interdisciplinary team of individuals to provide timely program management and technical assistance to stakeholders serving as a guide and trusted advisor throughout the participant’s participatory planning process.
Essential Functions
- Serves as the front-line point of contact for an assigned portfolio of two (2) to three (3) participating entities (WCRP Subrecipients).
- Establishes a meaningful working relationship and coordinates recurring monthly check-in meetings with their assigned portfolio. Each Subrecipient will be implementing the WCRP Planning Framework and assist one or more assigned communities in developing their Community Resilience Plans (CRP).
- Implements technical assistance activities as described in the technical assistance manual, which includes identifying the technical assistance and capacity-building needs of their assigned portfolio related to the development of the CRP and participatory community planning to provide or facilitate assistance.
- Develops a working knowledge of the Program’s participatory community planning and data tools to better assist and provide guidance to their assigned portfolio of Program participants.
- Reviews Program participants' monthly reports and deliverables to ensure goals are met and that creative and equitable engagement and participatory processes and methods are implemented.
- Provides or seeks to facilitate guidance to participants on themes such as climate adaptation, resilience, participatory community planning, and engagement best practices as needed.
- Performs as needed site visits to provide technical assistance and attend meetings.
- Uses Smartsheet to perform routine documentation activities for reporting purposes and illustrate their assigned portfolio’s progress and or important issues in an organized and timely manner.
- Maintains detailed data on interactions and issues that are confronted or managed.

Position Type and Expected Hours of Work
This is a term full-time exempt position subject to the availability of funds under the CDBG-DR WCRP Program. This position includes work in community settings. Days and hours of work are Monday through Friday, 9:00 a.m. to 6:00 p.m. Must be available to work flexible hours, including evenings and weekends to adapt to participating communities’ and Subrecipient needs.
Travel- Must be able to travel throughout the island as needed.
Required Education and Experience
A bachelor's or master’s degree in planning, social work, sociology, political science, architecture, engineering, or other related community-planning and development field. Minimum of 5 years of direct experience and/or training in community engagement, project management, community and/or resiliency planning, and other related fields/areas. Demonstrates a working understanding of stakeholder engagement and community planning principles and processes, especially as applied to Puerto Rico context.
Additional Eligibility Qualifications
Excellent interpersonal and organizational skills; Bilingual (able to read and write in English and Spanish). Motivated and proactive team player who can maintain efficiency and accuracy when multitasking. Capable of creating meaningful engagement through just relationships with co-workers and stakeholders. Proficient in MS Office suite (Excel, Word, PPT, Outlook), and the use of video conferencing apps such as Zoom and MS Teams.
Salary - $40,000.00 to $50,000.00 per year commensurate with experience, plus a $5,000 yearly car allowance. Fringe benefits, such as vacation and sick leave, health, and other work-related insurance, as required by State or Federal law, can apply based on our internal policies.

Work Environment
This role combines work in both a field and a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. Stress levels are usually high due to job scope.
Physical Demands
This role incorporates moderate physical activity, such as moving between multiple work locations when needed. Some filing is required, this would require the ability to lift files, open filing cabinets and bend or stand as necessary. While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
