SUMMARY
Responsible for the day-to-day operations of assigned program. Performs all general management functions to include program planning and development, personnel management, assist with or perform budgeting and procurement of funds management.

JOB DUTIES
  • Monitors and maintains requirements specific conditions, fiscal accountability, ensures all project compliance is carried out and program goals and objective are met.
  • Maintains client filing and database with accuracy and timeliness.
  • Oversees fiscal management, including analyzing and/or assisting with budget development abiding by FNA policies and procedures.
  • Responsible for awareness of community resources and agency networking.
  • Strong understanding and working knowledge of diagnostics skills, basic counseling and case management.
  • Supervises staff in a manner that motivates and enables them to do their job effectively and efficiently. Fosters a team spirited approach.
  • Establishes and maintains an effective working relationship with local, state and federal agencies.
  • Attends professional meetings, workshops and trainings as required.
  • Maintains knowledge of current and future needs of program and may develop programs for emerging needs.
  • Directly supervises FASAP program.
  • Develops and implements policies and procedures for FASAP and provides coordination between the service components.
  • Maintains overall compliance with FNA policies and procedures relative to FASAP and ensures that granting requirements and objectives for program compliance are met.
  • Confers with attorneys, judges and other appropriate parties in compiling client’s social and criminal history.
  • Facilitates involuntary commitment alcohol treatment and health care agencies.
  • Serves as liaison between courts, community’s alcohol treatment and health care agencies, Department of Motor Vehicles and District Attorney.
  • Provides case management/file documentation in accordance with established standards, and submits reports (i.e. required for MIS reporting, client billing, etc.) and other data in an accurate and timely manner.
  • Develops and maintains internal and external systems and procedures for monitoring, reporting, and evaluation of program and administrative effectiveness.
  • Reviews literature and assists with proposals for grants in collaboration with the FNA Planning & Development Department according to established policies and procedures.
  • Prepares all program reports in an accurate and timely manner according to established FNA polices and procedures, ensures timely submittal of all reports to include monthly reports to administration and all reports required by granting agencies.
  • Attends and participates in all required FNA meetings and program directors meetings.
  • The incumbent of this position must work well under pressure, meetings, multiple and conflicting deadlines. The incumbent shall at all times demonstrate cooperative behavior with colleagues, supervisor and Consumers.
  • Attends weekly adjudication/status hearings.
  • Respond and attend court ordered subpoenas.
  • Perform other job-related duties as assigned.

NECESSARY KNOWLEDGE, SKILLS, AND ABILITY
  • Familiarity with grant writing and research efforts related to planning and development.
  • Strong understanding and sensitivity to Alaska Native culture and lifestyle, with demonstrated experience working effectively with Alaska Native population.
  • Strong written, analytical, verbal, and interpersonal skills.
  • Ability to keep accurate records and produce timely and accurate written reports.
  • Ability to learn and apply program/agency operating policies and procedures.
  • Knowledge of programs/agencies serving the Fairbanks North Star Borough.
  • Effective oral and written communications skills with demonstrated sensitivity to lifestyles of targeted participants.
  • Advanced skill in operating personal computer using a variety of computer software.
  • Skill in managing multiple priorities and tasks concurrently and meeting deadlines.
  • Ability to establish and maintain cooperative working relationships with others.
  • Ability to work independently as well as with teams.
MINIMUM QUALIFICATIONS (Education & Experience)
  • Bachelor’s Degree in related field or experience in Law.
  • Five (5) years working experience in social service setting, with two (2) years supervisory experience.
  • A combination of experience, education, and training that provides the required knowledge, skills, and abilities may substitute for degree requirements.
PREFERRED QUALIFICATIONS (Education & Experience)
  • Masters Degree.
  • Eight (8) years working experience in social service setting.
WORKING ENVIRONMENT

The work is generally sedentary, requiring routine walking, standing, bending, and carrying of items weighing less than 25 lbs. The majority of work is performed in an office setting with a wide variety of people with differing functions, personalities, and abilities. The office is a non-smoking facility with outside smoking areas. Requires local travel between various program components of FNA which may involve exposure to extreme weather conditions. Works in an environment where protection of consumer confidentiality is essential. Personal Protective Equipment will be provided where/when needed.

SPECIFICATIONS
Supervision Received:
Position receives direct supervision from the Director of Behavioral Health; however, incumbent is expected to effectively perform day-to-day activity as denoted within job description. Work will be monitored through weekly meetings, monthly reports, and regular communication with the Director. General guidelines for operations are based on program requirements and the general policies and procedures of FNA.

Supervision Exercised:
Position will exercise supervision of assigned programs, including performance evaluations, trainings, and general oversight through direct reports.

Position Impact:
Impact at the program level is high. Program’s level of compliance with program standards is directly affected by the effective performance of duties.

Contacts:
Contacts include, and not limited to, organizational staff, consumers, and outside resource agencies; Department of Motor Vehicles, District Attorney’s office and District Courts.
