As one of NOAA's top contractors, ISS is seeking a Program Analyst for the Federal Advisory Committee and Regional Coordination to support Integrated Ocean Observing System (IOOS) within National Oceanic and Atmospheric Administration (NOAA).
Where you will be: Silver Spring, MD - Due to the pandemic, until offices reopen, work will be conducted 100% remotely via a NOAA-issued laptop.
What you'll do:
Support Integrated Ocean Observing System (IOOS) Office in four project areas:
Regional Coordination
Duties with respect to this project area are to assist the IOOS Office's work coordinating with Regional Associations in support of the Infrastructure Investment and Jobs Act (IIJA), and will include:
- Coordinate efforts and foster relationships with the IOOS Regions, IOOS Regional Association, and interagency partners
- Support the IOOS certification process
- Support IOOS leadership participation in meetings, such as Regional Association Annual meetings and the U.S. IOOS Advisory Committee meeting
- Prepare presentation materials and respond to requests for information from DOC, NOAA, and lOOS partners
Cooperative Agreement Support
Duties with respect to this project area are to assist the IOOS Office's work with cooperative agreements in support of the IIJA, and will include:
- Support the administration of [IIJA] cooperative agreements
Federal Advisory Committee (FAC) Coordination
Duties with respect to this project area are to assist the IOOS Office's work with its FAC independent of the IIJA, and will include:
- Executive secretariat support for temporary or long-term committees and other ad hoc support requirements including tasks such as:
- Travel to support the IOOS mission at FAC meetings or events
Regional Coordination
Duties with respect to this project area are to assist the IOOS Office's work coordinating with Regional Associations independent of the IIJA.
- Coordinate efforts and foster relationships with the IOOS Regions, IOOS Regional Association, and interagency partners
- Support the administration of cooperative agreements
- Support the IOOS certification process
- Support IOOS leadership participation in meetings, such as Regional Association Annual meetings and the U.S. IOOS Advisory Committee meeting
Special Projects Support
Duties with respect to this project area are to assist the IOOS Office's work supporting special projects independent of the IIJA, and will include:
- Special studies and analysis of interest to IOOS Management
- Workshop support and facilitation
What you must have:
- Master's and two (2) years of relevant experience OR Bachelor's and four (4) years of relevant experience

The admin stuff: You must be a US Citizen and be able to pass a Public Trust investigation from the U.S. government.
