Now Hiring a Program Administrator

Full-time Salaried/Exempt Position to Support Multiple WRO Residential Programs


GENERAL STATEMENT OF DUTIES

Creates and supports a corporate culture that promotes Person Centered Planning. Serves as an advocate for individuals with disabilities within the organization, with other organizations and the community at large. Provides support, direction, and guidance to mid-level managers and clinicians. Provides leadership in promotion of agency mission and goals. In the absence of the Director, is responsible for oversight to and outcomes of assigned region. Ensures implementation of personnel, clinical, financial and administrative procedures. Participates in developing, monitoring and revising region’s strategic plan and goals, with focus on outcome measurement. Supports culturally competent recovery-based practices and person centered planning as a shared decision making process.


QUALIFICATION

Education:

  • Bachelor’s Degree (or equivalent combination of experience and education).

Experience:

  • Minimum of four (4) years of supervisory/management experience in mental health field or comparable management experience.
  • Experience of working with clinical personnel, including knowledge of various disciplines scope of practice.

Knowledge, Skills and Abilities:

  • Ability to work a flexible schedule.
  • Demonstrated computer skills including the use of word processing and spreadsheet. .
  • Knowledge of and experience with County Community Mental Health System and resources in community, including vendors.
  • Demonstrated ability to follow complex directions.
  • Demonstrated ability to work with others in a professional manner.
  • Demonstrated ability to make judgments and act independently.
  • Experience in policy and procedure development
  • Ability to work with minimal supervision, exercising sound judgment

Requirements:

  • Completion of the personnel hiring requirements specified in the Conditional Job Offer at the time of hire.
  • Three references deemed acceptable to Spectrum.
  • Reliable transportation
  • Valid Drivers License


RESPONSIBILITIES

    • Promotes Person Centered Planning philosophy and policy with all staff, individuals served and other stakeholders.
    • Coordinates with support teams as needed to ensure that the individuals’ needs and Person Centered Plan are met, which includes linking to other services and supports.
    • Participates in advocacy opportunities including collaborating with other organizations, legislature, governmental agencies, schools, advocacy organizations, health care providers, etc.
    • Provides support, training, direction and guidance to mid-level managers/clinicians in area of responsibility.
    • Provides back-up pager support after hours.
    • Ensures appropriate staffing and training in programs in area of responsibilities.
    • Prepares the organization for the future by leading and/or participating in agency planning groups and task forces,
    • Builds collaborative and supportive relationships with all stakeholders.
    • Creates organizational culture of growth, teamwork, inclusion and empowerment.
    • Consistently demonstrates the highest standards of agency mission, including philosophy of support to consumers, family and staff.
    • Develops and ensures fiscal procedures that are sound and efficient. Monitors overall budget compliance for assigned program, taking action as indicated.
    • Provides input into budget development.
    • Ensures supervisory and personnel practices within assigned area of responsibility are both consistent with agency policy and supportive of staff.
    • Provides input into the written procedures contained in Operations/Administrative Manuals.
    • Represents Spectrum Community Services at meetings within the public mental health system.
    • Completes other tasks as assigned by Supervisor.
    • Ensures that required data and information are reported accurately and timely.
    • Participates in developing agency and regional Continuous Quality Improvement plans. Monitors progress towards outcomes specified in these plans, taking action as necessary.
    • Consistently looks for ways to do things better – feedback from data, new trends, individuals served, stakeholders, etc.
    • Has thorough knowledge and understanding of all applicable regulations and requirements. Ensures systems in place to meet/exceed all standards. Keeps self updated on changes in all applicable regulations and requirements.
