This recruitment is open to external candidates, internal OCSC employees, and internal OCSC promotions. The eligible list established from this recruitment will be used to fill current and future vacancies.
The Pre-Trial Services Officer I interviews and performs in-office investigations of character and financial status of in-custody defendants. Incumbents use appropriate resources or tools to prepare reports for the court to use to determine bail setting and release recommendations and eligibility for representation by a Public Defender; and the classification performs related work as required. The incumbent may be assigned to work at the courthouse (as needed) or in the jail, which is a year-round, 24 hour/day operation, shifts rotate every 4 months.
The Pre-Trial Services Officer I is used as the entry level classification used for training purposes. Incumbents must demonstrate satisfactory performance and advance to Pre-Trial Services Officer II by the end of the twelve (12) month probationary period. There is no permanent status as a Trainee. Upon promotion incumbents serve six (6) months promotional probation.
1. Investigates background information for in-custody defendants through local, state and national criminal databases, such as the California Law Enforcement Telecommunications System, California Department of Motor Vehicles system, and Orange County Superior Court system.
2. Interviews in-custody defendants to verify information obtained electronically and to obtain additional personal and financial information, such as employment, personal and community ties, and references.
3. Evaluates defendant's attitude, character, community ties, criminal history and nature of the crime, through the use of various tools including, but not limited to, criminal databases and risk assessment tools to determine probability of court appearance if released on own recognizance prior to arraignment. Contacts the on-call magistrate for approval and conditions as needed. Assesses whether an adjustment to the defendant's bail is appropriate to meet the Orange County Uniform Bail Schedule.
4. Prepares and/or reviews written standardized investigative reports containing relevant information from the investigative process, including release recommendations, eligibility for bail and amounts pursuant to the Orange County Superior Court Uniform Bail Schedule, and eligibility for legal defense at public expense.
5. As requested, provides in-person recommendations in open Court or in Chambers based on the written investigative report.
6. Prepares bail and release recommendations and risk assessment reports for defendants and distributes them to Court.
7. Obtains information from and provides information to district attorneys, defense attorneys, probation and parole officers, bail bonds personnel, public assistance workers, jail staff, and law enforcement personnel regarding defendants to complete investigation and support recommendation to the Court.
8. Serves as the liaison between the on-call magistrate and local law enforcement agencies in obtaining search warrants, bail motions and requests for own recognizance releases.
9. Explains the criminal justice process to defendants and/or family members and answers questions regarding the status of their case in the criminal justice system.
10. If assigned to the Court may work on out of custody cases.
11. Attends and participates in group or team meetings; stays current with new trends and developments in the field.

Option II: Four (4) years of full-time (or equivalent) recent experience with the Orange County Superior Court performing court service duties and functions in Criminal Operations (i.e., processing criminal cases, criminal courtroom operations, etc. or i.e., criminal LPS, criminal LP supervisor, etc.).
Desirable Experience
- Recent experience conducting civil, administrative or criminal investigations in the State of California.
- Experience with and knowledge of judicial processes in the California Court System.
- Experience writing reports, evaluating information and making recommendations.
- Experience reading and interpreting RAP sheets and/or investigative data.
- Experience using software, databases or law enforcement systems to conduct investigations.
- Experience working rotational shifts and/or in secured facilities.
Preferred Knowledge, Skills, and Ability:
Knowledge of:
- Investigation and interview techniques used in extracting and verifying personal, financial and employment information.
- Criminal justice codes for the State of California, such as the Penal Code, Vehicle Code, Health and Safety Code and other applicable California codes.
- Functions and procedures of superior courts.
- Functions of legal and human services agencies, such as Probation, Social Services, Public Defender, Police and Sheriff, including jail operations.
- Human behavior and motivation, to determine probability of appearance in court and compliance with imposed bail recommendations.
- Principles of addiction; and substance abuse and domestic violence identification.
- Communicate in a professional manner while effectively interviewing in-custody defendants under adverse conditions to determine circumstances of the charges and arrest as well as their character and reliability.
- Research information using databases and via the telephone to evaluate facts and attitudes.
- Interact effectively with people of diverse socioeconomic and cultural backgrounds.
- Prepare clear and concise reports.
- Orally present results of investigations to the court.
- Maintain professional and effective working relationships with public agencies, judicial staff and peer workers.
- Operates a personal computer and utilize computer programs and databases.

LONG-TERM CARE: CalPERS Long-Term Care coverage is available to current and former California public employees, retirees, their spouses, parents, parents-in-law, children, siblings (including stepbrothers and stepsisters), grandparents, grandchildren, nieces, nephews, aunts, uncles, sons-in-law, daughters-in-law between the ages of 18 and 79 when they apply. RETIREMENT: Defined Benefit, fully-qualified plan based on the County Employees Retirement Law of 1937 (Government Code Section 31450 et. al.). Employee and Court contributions are based on several variables including age, hire date, and salary. The plan is administered by an independent agency, Orange County Employees Retirement System (OCERS), and has reciprocity with various California systems. Eligible new employees hired on or after January 1, 2013 will be enrolled in a defined benefit retirement plan referred to as Plan T (1.62% at 65 formula). If you were employed by an OCERS employer or reciprocal agency prior to January 1, 2013, you have less than a six month break in service, and reciprocity is established, you may be eligible to select from two other retirement pension formula options (Plan J or Plan P). DEFERRED COMPENSATION: Optional deferred compensation 457 & Roth 457 Deferred Contribution Plans are available.
VACATION ACCRUAL: New full-time employees earn 80 hours of vacation after the employee has accumulated 2,080 regularly scheduled paid hours (after approximately 1 year of service). Following the first year, vacation is accrued as follows: 1-3 years, 80 hours per year; 4-9 years, 120 hours per year; 10-19 years, 160 hours per year; 20 or more year, 200 hours per year. Maximum accrual of hours: 0-9 years; 240 hours; 10 or more years, 320 hours. Part-time employees accrue vacation on a prorated basis.
HOLIDAYS: 14 paid holidays per year.
SICK LEAVE: 0-3 years accrue 72 hours of sick time per year as full-time employees. After 3 years, full-time employees accrue 96 hours per year. Part-time employees accrue sick leave on a prorated basis. Unlimited accrual. Some sick leave maybe converted to cash or vacation time
COMP TIME: All employees receive compensatory time every March. Full-time employees receive 4 hours and part-time employees receive 2 hours.
BEREAVEMENT LEAVE: 5 days of paid leave per qualifying instance.
UNEMPLOYMENT INSURANCE: Court pays into county administered insurance fund.
OVERTIME: In addition to legally required overtime, the Court pays overtime to represented, FLSA-exempt employees for work ordered and performed in excess of 40 hours per week. Represented Court Technology employees who are FLSA-exempt earn overtime for work ordered and performed in excess of 80 hours per pay period.
WORKERS' COMPENSATION: Administered by the Judicial Council's, third party administrator.
EDUCATION REIMBURSEMENT: Court reimburses up to $3,500 per year of tuition for approved, necessary courses, subject to availability of funds.
FEDERAL STUDENT LOAN REPAYMENT AND FORGIVENESS PROGRAMS: Employees of the Court may be eligible for Federal Student Loan Repayment and Loan Forgiveness Programs.
BILINGUAL PAY: Available at additional $0.58/hour for selected classes in selected positions.
EXCEPTIONAL BILINGUAL PAY: Available for specific classes at a rate of $1.15/hour in selected positions.
