Job description
The Virginia Department of Education, Office of Early Childhood, is seeking a qualified and experienced individual to support the effort to build and strengthen a unified vision for pre-K programming in Virginia’s publicly-funded programs including family day home, child care, Head Start and school-based programs.

- Provide analytic support and technical assistance in the pre-K programs such as Virginia Preschool Initiative, Early Childhood Special Education, Mixed Delivery, and Title I.
- Serve to strengthen pre-K in Virginia resulting in improved school readiness outcomes for all Virginia children, especially those from less-advantaged backgrounds.
- Support pre-K in program implementation and compliance, and will report to the Associate Director of Pre-K Programs and work closely with other leaders within the Division of Early Childhood Care and Education to measure and support a unified vision of quality.
This position is required to file an annual State of Economic Interest Form in accordance with the Code of Virginia, § 2.2-3114 .
Minimum Qualifications
- Strong data analysis skills required, especially skills related to analyzing state and/or federal grants, budgets, expenditures and reporting.
- Proficiency and experience in preparing and presenting technical and complex information to various audiences, including training materials for webinars and face-to-face presentations for educators and program leaders.
- Experience in successfully managing a local, state, or federal grant.
- Ability to review grants and budgets, analyze expenditures, and manage reimbursements.
- Skill in preparing and maintaining spreadsheets related to project management and grant oversight.
- Experience building, analyzing and working with multiple datasets and databases that measure different elements at varying levels (i.e., child data, classroom data, etc.) in support of systemic continuous improvement.
- Ability to analyze and define problems and apply problem-solving techniques to complex care and education issues.
- Ability to manage multiple assignments with critical deadlines and to work collaboratively in a team situation.
- Demonstrated ability to synthesize and make sense of large sets of data and to identify unique and meaningful insights for general and targeted audiences.
- Ability to use word processing, spreadsheets, presentation software, and online data collection systems.
- Ability to travel statewide to provide technical assistance to diverse stakeholders.
- Graduation from an accredited college or university or an equivalent combination of education and experience.
Preferred Qualifications
- Familiarity with early childhood programs and best practices.
- Basic understanding or experience with SQL.
- Experience in administering local publicly-funded preK programs, state grants, federal grants, or government contracts.
