Summary Description of Role
The duties of this position entail the development of full time, part time, weekend and PRN schedules for Central Pennsylvania, Southeastern Pennsylvania and the State of Delaware. The position will report to the Director of Operations and work closely with the Manager of Referrals and Admissions, the Residential Directors (Pennsylvania and Delaware) and the Director of Adult Day Services (Pennsylvania and Delaware). The position will have the ability to read and interpret ISPs and LSPs to create and modify schedules in accordance with the supported Individuals level of reimbursement and required staffing hours to support their needs. The position will be responsible for, and have the ability to, update and change schedules according to the operational needs of the programs. The position is responsible for preparing and organizing work schedules for direct support staff to make sure that the required/appropriate number of personnel or staff are on duty in every given work period/shift.
Duties will also include the ability to read daily staffing reports to determine staffing levels and unnecessary overtime throughout Residential Programs. Exercises the authority to speak with managers and staff to reduce unnecessary overtime and determine potential issues with the Payroll System to ensure automated recording of hours worked for staff. Reviews Payroll Reports to ensure that staff are working their scheduled hours and properly recording hours worked during the scheduled shifts.
Qualifications
Bachelors Degree preferred. 3 - 5 Years of Residential Program Experience.
Ability to read and interpret both ISPs and LSPs to determine staffing hours. Understanding of support models for Individuals with IDD and Neuro Differences.
Knowledge of HRIS/Payroll systems and/or scheduling software (Paycom preferred). Strong administrative skills. Working knowledge of Microsoft Office Suite; specifically, the Excel Software Program.
Strong and demonstrated analytical skills. Ability to work with processes, read and interpret Paycom / Payroll Hours Reports and make recommendations and changes as a result of trends.
Role Specific Accountabilities
The specific accountabilities of this position will include:
- Develop and implement staffing schedules and recommendations, adhering to company guidelines, within the scope of standardized work schedules for a 24/7 operations model.
- Develops and maintains a working relationship with Fiscal, Programs, and Human Resources which fosters the ability for the departments to maintain staffing levels that provide a safe work environment for both our Individuals and the staff that support them.
- Works in collaboration with Administration, Management, and the Leadership Teams of Programs and Services to develop and alter staffing schedules that meet our operational needs and are cost effective within the parameters of the organizations reimbursement levels.

Organizational Expectations
- Promotes the civil rights, citizenship and full community participation of individuals of CIs programs and services.
- Maintains confidentiality of individuals according to provisions of the Health Insurance Portability and Accountability Act, state laws, and regulations.
- Ensures that Programs assigned under their management are in State, County and Regulatory Compliance for Annual Licensing Renewal.
- Maintains all required Annual Training Expectations as mandated by Agency guidelines, ODP, and other applicable regulations.

Essential Functions
In general, the work of the Scheduler includes performing analytical and interpretive analysis to prepare, produce and disseminate staffing schedules for multiple Programs throughout the organization. The essential functions include high level administrative duties, requiring analysis and inputting schedules into the Paycom System. The position also requires the ability to review Paycom Reports on a daily basis to determine potential changes to the staffing schedules and communicate with management recommendations for changes to the schedules. Participation in meetings is also required and the ability to review trends and communicate changes to staff and management is essential. The position will also require the ability to sit and/or stand for extended periods of time. Work outside of the office setting, when required, is also expected and visits to homes or other work sites will take place as needed. The ability to travel to program sites and meetings is required as well. The position will assist with and provide support with special projects as needed.

Physical Demands
- The physical ability and manual dexterity to read and interpret financial information.
- The physical ability and manual dexterity to input massive and often repetitive information into the Paycom Payroll System on an ongoing basis.
- The physical ability to lift up to thirty (30) pounds occasionally, and ten (10) pounds frequently.
- The ability to sit and/or stand for extended periods of time.
- The visual ability to provide supervision and observe behaviors of supported individuals.
- The ability to record and review electronic data/information related to supported individuals outcomes, goals, observations and other required documentation and to ensure this information is converted into supported hours for staffing schedule purposes.
