Title: Policy and Development Specialist – PRTF
$29.00 - $43.28 / Posted Thru: 1-30-23
Part-Time – 20 Hours/Week – Limited Term Thru: 3-1-24
Location: Remote/Virtual - Must Live in Michigan
Purpose: The Policy and Development Specialist will be responsible for administratively aiding to support the establishment and implementation of Psychiatric Residential Treatment Facilities (PRTFs) in Michigan, consistent with Michigan Compiled Law 330.1137a. Skill sets in policy research, Medicaid methodology, and claims adjudication will be necessary to be successful in this position.
Duties and Responsibilities:
- Conduct administrative and operational activities pertaining to the establishment of PRTFs in Michigan.
- Assist in policy, standards development, and program planning necessary for successful implementation of PRTFs.
- Conduct complex research, design, and assistance in the development of policy, methodology, and reimbursement for PRTFs.
- Interact with state Medicaid agency staff necessary to submit and complete necessary waivers, amendments to the State Plan, and policy documents.
- Participate in systems development necessary to ensure provider claims are processed appropriately.
- Participate on the Joint Evaluation Committee, as required by statute, for provider selection.
- Represent the department on various stakeholder meetings, and with external partners, as needed, pertaining to the project and its progress.
- Always represent the best interests of MDHHS and MPHI.
- Other duties as assigned within the scope of the project.
Qualifications/Requirements:
Education: Possession of a bachelor’s degree in Public Health, Health Administration, Public Administration, Public Policy, Social Work, Business Administration, or another related field required; master’s degree preferred.
Experience: Two or more years of related work experience in the public behavioral health system; public/behavioral health care service delivery; customer service and quality assurance; consumer relations; Medicaid program policy or operations; project management; strategic planning; public (including federal) grant and contract oversight and coordination; behavioral health integration; health information technology systems and associated data; analysis of policies, procedures, regulations, and laws pertinent to public/behavioral health; leading small and large groups or meetings of subject matter experts, and a record of successful project implementation.
Important Skills and Characteristics:
- Knowledge of Michigan’s health care delivery system, specifically Michigan’s specialty behavioral health care system, including Medicaid and other delivery systems.
- Knowledge of Prepaid Inpatient Health Plans and Community Mental Health Services Programs.
- Skills in customer service and project management, including the use of all necessary software necessary to execute stated duties and responsibilities (includes the suite of Microsoft Office applications such as Word, Excel, PowerPoint, Outlook).
- Ability to meet competing deadlines.
- Direct experience with Michigan’s public health care systems, including behavioral health.
Work Environment and Physical Requirements: The position will be remote except for infrequent in-person meetings and in-state travel. This position is currently funded through 3-1-24 with a possible extension if project is not complete.
