Description
This is an exempt position, which is responsible for specialized licensing clerical work requiring public contact in processing occupational license applications and securing compliance with City licensing codes and ordinances, as well as coordinating licensing requirements related to short term rental approvals and compliance. The position interfaces with the public, third-party short term rental administrators, as well as the various departments that are involved in these processes.
Under the supervision of the PZED Assistant Director, an employee in this classification is responsible for reviewing and processing occupational license and short-term/vacation rental applications; maintaining accurate records and files; investigative work and the inspection of businesses and STRs to assure compliance. Work involves use of tact and diplomacy to maintain good public relations. Work is normally performed with a minimum of supervision, subject to review on special assignments and supervisory assistance with complex problems.
Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties
Processes new applications and the renewal of licenses submitted by applicants in person or by mail; reviews information for sufficiency and accuracy.
Interviews applicants for pertinent data and assists in completing applications to comply with established ordinances.
Determines proper fees; collects revenues and posts revenues to proper accounts.
Prepares and maintains related records and files; develops and maintains procedures controlling licensing enforcement activities.
Receives and properly responds to inquiries, providing information relating to license requirements, regulations and costs. Independently composes correspondence.
Possible field inspections of businesses and vacation rental homes within City.
Maintain records of short-term rental approvals and ongoing status, Keep management fully
apprised of status.
Coordinate short-term rental land use applications, throughout the application process including review, approval, and compliance.
Maintain paper and electronic files as required by law.
Issues and processes notices of violations to businesses and short-term/vacation rentals for violations of the City’s licensing standards.
Acts as witness before the City’s Special Magistrate or Code Enforcement Board.
Researches records to prepare reports and/or furnish information and copies as requested.
This position does not have final procurement authority.
Performs related work as required and as directed.
Typical Qualifications
Considerable knowledge of the provisions of the occupational and business licensing codes.
Knowledge of state and local laws as they relate to short term/vacation rental licensing, records keeping, and code compliance.
Knowledge of the types and locations of business and commercial activities within the City.
Ability to apply provisions of licensing code and distinguishing among wide variety of businesses and occupations.
Knowledge of proper telephone etiquette and procedures.
Knowledge of business English, composition, spelling, punctuation and grammar, arithmetic, basic accounting procedures, and modern office practices and procedures.
Ability to adhere to tight schedules and still maintain work quality.
Skill in computing accurate license costs and in the use of Accela for computer data input.
Ability to deal tactfully and effectively with individuals and to enforce license code provisions with fairness, impartiality, and honesty.
Ability to establish and maintain effective working relationships with other City employees, department officials and the general public.
Ability to operate a City vehicle and possess the required license.
Ability to use or rapidly learn word processing and standard software applications.
Ability to maintain confidentiality, prioritize work assignments and to work independently.
DESIRABLE EXPERIENCE AND TRAINING
High school graduation with considerable clerical experience including broad public contact and preferably in area of required specialization.
Any equivalent combination of education, experience or training may be considered
Supplemental Information
This is a designated "Will-Call Recovery" classification in the City's Emergency Operations Plan and will require the employee occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.

Pay: $36,923.04 - $60,922.00 per year
