Under general supervision (Personnel Assistant) or general direction (Personnel Analyst I), the IT Services Human Resources Personnel Assistant/ Analyst I provides professional, generalist human resources services including recruitment, certification, exam development, benefits, and return-to-work duties specifically for the Ventura County Information Technology Services Department. The ideal candidate will possess:

  • Experience working as an HR Coordinator or HR Assistant in Human Resources with some knowledge of recruitment, examination, onboarding, and benefits.
  • The ability to be self-motivated and be a team player; have strong written and oral communication skills, detail orientated, good decision-making skills and an ability to work with a wide variety of customers.
  • The ability to adapt to an ever-changing environment while maintaining outstanding customer service.
  • Experience working with automated HR systems, such as PeopleSoft.
New Hire/Retention/Referral Incentives:
  • New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage.
  • In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500.
  • Once hired upon meeting specific criteria, a regular employee may be eligible for an Employee Retention Incentive of up to 10% of the current annual base wage.
PAYROLL TITLE: Personnel Assistant-NE / Personnel Analyst I

APPROXIMATE SALARIES
Personnel Assistant-NE ($30.46 - $42.64 hourly) is a management classification and is eligible for overtime compensation.
Personnel Analyst I ($6,298.07 - $8,818.16 monthly) is a management classification and is not eligible for overtime compensation.

EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an associate, bachelor's, or master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Examples Of Duties

Incumbents may perform any of the following tasks including but not limited to:

  • Provides generalist personnel services including preparation of recruiting materials, application review and evaluation, and preparation and evaluation of written and practical examinations.
  • Prepares on-boarding materials, benefit paperwork, and leave of absence processing.
  • Performs certification tasks including establishing eligible lists, certifying lists, referring lists to hiring managers to fill agency vacancies, and enters feedback on requisitions when a selection has been made.
  • Consults with departments regarding use of appropriate personnel policies and procedures.
  • May provide specialist personnel services including preparation and presentation of management cases regarding employee grievances, appeals and complaints.
  • Coordinates performance evaluations and personnel services administrative functions.
  • Oversees the background process for new hires and monitors position requirements to ensure timely and appropriate hiring.
  • Will serve as a back-up in the interactive process and will assist in documenting the interactive process.
  • Performs ergonomic evaluations, provides recommendations and follow up regarding workstation settings.
  • May assist in completing classification studies, develops and revises classification specifications; and
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE
Any combination of education and experience which has led to the acquisition of the required knowledge, skills and abilities. An example of qualifying education and experience includes:

Personnel Assistant
An equivalent to an associate degree in a related field or a Human Resources Certificate from an accredited university; AND one (1) year of experience providing administrative support in a human resource capacity.

Personnel Analyst I
An equivalent to a bachelor's degree in a highly related field from an accredited university AND one (1) year of professional level generalist human resources experience which includes experience in one of the following HR functions: recruitment, classification and compensation, examination development, return to work/interactive processes, leave of absence activities or assisting with disciplinary actions.

Experience above and beyond that required may substitute for the required education on a year-for-year basis and vice versa.

NECESSARY SPECIAL REQUIREMENTS

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
  • Some experience conducting research and/or analyzing data
  • Knowledge of applicable federal, state and local laws, regulations and ordinances related to general HR administration
DESIRED
  • Professional human resources experience in a public sector setting
  • Bachelor's degree in a related field
  • Experience working with automated HR systems for applicant tracking and HR/payroll
  • Strong customer service skills
KNOWLEDGE, SKILLS, and ABILITIES:
Some knowledge of: civil service or merit system recruitment, examination, certification processes and related rules and regulations; the county payroll system VCHRP or Oracle or similar software such as ADP, Paychex; coordinating and processing benefit transactions; applicable federal, state and local laws, regulations and ordinances related to general HR administration; Fair Employment and Housing Act (FEHA), Americans with Disability Act (ADA), California Civil Rights Department (CRD) rules, Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL); memoranda of agreement and union contracts; organizing and maintaining electronic files/folders/databases.

Ability to: communicate effectively orally and in writing; work independently and as part of a team; work in a fast paced environment with multiple deadlines.

Skill to: establish and maintain effective working relationships with management, employees, employee representatives, and the public; analyze and synthesize information to make appropriate recommendations; utilize good judgment and decision making, weighing costs and benefits of potential actions and making choices appropriately; apply various researching techniques; apply a very high level of attention to detail; utilize various office and computer equipment and applications (e.g. Excel, Word).

Supplemental Information:
Work is performed primarily in an office environment, but incumbents may be required to travel to various County facilities to recruit, test, train, audit or consult with others within, and external to, the organization.

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term) vacancies. There is currently one (1) Regular vacancy within the County Executive Office.
