The Job Description

General Statement of Duties
Performs complex, administrative and managerial duties involved in assisting the Parks and Recreation/Civic Center Director. Plans, organizes, and directs the daily operations of the Parks and Recreation Department.

Distinguishing Features of the Class
An employee in this class is responsible for assisting the Director in managing all aspects of departmental operations including supervision of certain division’s management staff; and has indirect supervisory responsibility over all employees of the Department. This class is distinguished as being the second highest class in the Parks and Recreation Department, having administrative responsibility for planning, coordinating, and managing the activities of the Department and specifically assigned programs. Works under the general supervision of the Parks and Recreation/Civic Center Director and is evaluated through reports, periodic conferences and by an appraisal of the general effectiveness of recreation activities and community feedback.
Duties and Responsibilities

Essential Duties and Tasks
  • Directly manages the Programs, Athletic, and Community Center Division staff, and assists the Maintenance Division in scheduling facilities.
  • Assists in developing and implementing the goals, objectives, policies, procedures, and work standards for the Parks and Recreation Department; assists in planning, directing, managing, and overseeing the activities and operation of the Parks and Recreation Department.
  • Plans, organizes, administers, reviews, and evaluates the activities of assigned professional, technical and clerical staff.
  • Assists with recreation and leisure services.
  • Works closely with the superintendent and supervisors to provide direction and leadership, solutions to problems, and make policy decisions and changes as required.
  • Represents the Department in meetings with County Departments, elected officials, outside agencies other local government departments, public and private organizations and members of the public.
  • Assists in creating and implementing the Department Master and Shoreline Access Plan; assists in creating annual reports and implements recommendations in the reports.
  • Works with staff to maximize program generated revenue and implement policy changes as required maintaining a high level of service delivery.
  • Provides for staff training and professional development; works with staff to ensure a high level of morale, productivity and discipline.
  • Interprets departmental regulations, County policies and procedures to employees and the public to assist in their understanding of the operations of the Department.
  • Participates in special projects or work teams to accomplish county-wide projects or goals.
  • Prepares a variety of reports and other types of written correspondence; conducts needs assessments; reviews reports of findings and alternatives and makes recommendations.
  • Conducts a variety of training for staff.
  • Assists in the preparation and monitoring of the Department budget.
  • Reviews and oversees departmental contracts and/or agreements.
  • Assists in conjunction with the Maintenance Department the management of park planning and development including capital improvement projects.
  • Pursues alternative sources of funding such as grants and corporate, local, state and federal partnerships; prepares appropriate applications/documents to secure such funding, submits through proper channels and monitors funding.
  • Monitors and interprets changes in laws and regulations related to parks and recreation facilities, programs, services delivery, enforcement, and safety standards and evaluates their impact on County functions and develops, recommends and implements policy and procedural changes as required.
  • Serves as Acting Director in the Director’s absence.
  • Works occasional weekends and nights.
  • Works in conjunction with Maintenance Department field reservations system and customer service issues.
  • Inspects and evaluate park facilities and gives recommendations on improvements.
  • Conducts Performance Evaluations; recommends hiring, termination, discipline, and merit pay or other employee status changes.
  • Establishes and maintains effective working relationships with coworkers, officials, other departments, Advisory Board, Public Water Access Committee, contractors, regulatory agencies and the general public; represents the Department in a professional manner as requested by the Director.

  • Ability to communicate effectively in oral and written forms.

  • Ability to develop effective work teams and motivate individuals to meet goals and objectives and provide customer service in the most effective and efficient manner.

  • Ability to use office equipment including personal computer and software programs including, but not limited to, Microsoft Word, Excel, and Access.
  • Knowledge of park development, design and maintenance.

Physical Requirements
  • Work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force.
  • Work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires standing, walking, sitting and reaching with hands and arms and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.
  • Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities.
  • Work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to the risk of electrical shock and exposure to blood borne pathogens and may be required to wear specialized personal protective equipment.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).

Desirable Education and Experience
Graduation from a four-year college or university with a degree in business administration, parks & recreation, or public administration or related field and considerable experience in recreation management and programming, to include athletics, senior adults, and considerable supervisory experience working in a team environment.

Possession of a valid North Carolina driver’s license upon hire.
Complete Workplace Safety Training within six months of employment.
Complete specified Emergency Management Training within six months of employment.
