Hennepin County's Outreach & Community Supports department is seeking an inspiring and collaborative leader to build relationships with residents and serve as a liaison across internal business lines. As an Outreach and Community Supports Program Manager, you will provide support and manage projects, programs, and initiatives with priority populations in collaboration with other county departments and divisions. You will also assist with a wide range of outreach events that includes attending community meetings, tabling, door knocking, facilitating listening sessions, and conducting surveys.

Location and hours:
This position is hybrid and will be performed at various community locations throughout Hennepin County, including the Hennepin County Government Center at 300 South 6th Street, Minneapolis, MN 55487 and remote as job duties require. Work hours are Monday through Friday, 8 a.m. - 4:30 p.m., and requires flexibility to attend community meetings and events. This position may require some travel throughout Hennepin County. While this position is designated as hybrid, based on current requirements hires must reside in Minnesota or Wisconsin.

New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Lead, create, manage, and facilitate strategic engagement plans, professional development, and training to build engagement and outreach capacity.
  • Support and advance internal and external community engagement with a focus on creating access and equity to county services and resources by ensuring that barriers to participation are removed for communities most impacted by disparities, including but not limited to race, ethnicity, language, neurodiversity, differing ability, gender, socioeconomic status, and sexual orientation/identity.
  • Represent Hennepin County at internal and external meetings; build, maintain, and develop relationships internally, across county departments and lines of business, and externally in the community as well as other local government organizations.
  • Facilitate community engagement activities and make presentations to community and stakeholders.
  • Collaborate and provide engagement support for plans and projects and work as part of Outreach and Community Supports leadership team to develop and implement opportunities for enhancement of services and outcomes for our internal and external customers in Hennepin County.
  • Maintain and develop professional expertise in community engagement and communications; read and review literature and reports.
  • Participate in webinars, discussions, workshops, and attend conferences to provide expert understanding of best practices in the field; provide subject matter expertise on community engagement to other departments.
  • Assist with project management, resource coordination, and troubleshooting solutions regarding escalated issues.
Need to have:
  • One of the following:
    • Bachelor's degree or higher in public administration, business administration, or other field appropriate to the position and five years or more of experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.
    • Nine years or more experience in general administrative work relating to the management of departmental/organizational operations or in a specialty area appropriate to the position.

    • Facilitating and leading sessions.
    • Leading and supporting administrative projects and initiatives for an organization.
    • Communicating clearly, concisely, and effectively with community members in verbal, written, and public speaking formats.
  • Knowledge of community resources and educational services.
  • Proficient with Microsoft Office Suite applications such as Excel, Outlook, PowerPoint, Teams, and Word.
  • Ability to:
    • Navigate challenging conversations among diverse populations and build consensus.
    • Establish and maintain relationships with community members and organizations as well as across internal lines of business.
    • Collaborate and work across multiple communities and leadership levels within the community.
    • Communicate effectively with people from diverse racial, ethnic, linguistic, neurodiverse, differing ability, gender, socioeconomic, and sexual orientation backgrounds.
    • Coordinate multiple projects and organize work to meet deadlines and conflicting priorities.
    • Read and interpret policies, procedures, laws, and regulations.

The Disparity Reduction line of business will co-create equitable and innovative solutions, through community and workplace partnerships, to eliminate disparities across Hennepin County.
