Government Tactical Solutions (GovTact) is currently seeking a Primavera Technical Administrator that has experiencing providing technical support to a Government organization with Scheduling tools systems integrations, to include but not limited to creating and delivering test plans, scripts, schedules, test results for software, and/or hardware upgrades, participate in the upgrade process, and system conversions, knowledge transfer, and operations and maintenance. The U.S. Census Bureau uses Oracle Primavera to manage its Integrated Master Schedule for all Decennial programs. This position will support the U.S. Census Bureau as it plans, coordinates, and administers all project and schedule management activities needed to facilitate the Census Bureau’s Decennial programs throughout the United States and its territories.

Support provided will be for development, maintenance, and implementation of the Decennial Directorate Scheduling System. The 2030 Census IMS will be the primary database supporting the 2030 Decennial Census used to accomplish this goal. The system is developed and maintained by the DCMD Scheduling Branch, utilizing both Oracle Primavera (P6) and Microsoft Project as the scheduling tools.

Responsibilities:

· Lead the development of enhancements to the Decennial Directorates Schedule Management System to allow for greater efficiency of automated processing and to allow for improved data exchange with external partners

· Responsible for maintenance support for the scheduling tools, applications, and systems that are utilized to manage, update, and produce products for all Decennial Directorate Schedules (primarily Oracle Primavera)

· Provide 2030 Census Schedule Development and Maintenance support as a systems integration expert for Primavera and MSP scheduling tools in support of implementing the USCB’s Enterprise Portfolio Management Process

· Create new documentation/user guides, update existing documentation/user guides, and maintain the documentation in the project document repository in SharePoint

· Perform schedule migration that may include test schedules, sample data, training data, and production data to specific target environments. Migrations may include new applications or enhancements to the existing Decennial Schedule Management systems.

· Evaluating established methods and procedures and preparing recommendations for changes in methods and practices where appropriate

· Troubleshoot issues that arise with integrating 2030 USCB Scheduling data using Primavera and MSP in support of implementing the USCB’s Enterprise Portfolio Management Process and Decennial’s 2030 Census IMS process

· Provide support to DCMD Representation on security audits, server migration and/or upgrades, Enterprise IT or Security integration or policy adherence, etc.

· Implement security patches provided by Oracle following Census guidelines and policies.

· Inform DCMD staff on available version upgrades to P6 and provide recommendations. Upon Scheduling Branch approval of implementing an upgrade, will work with Census IT SMEs to implement upgrades.

· Assist with the assessment of the software and/or hardware that will be used for the 2030 Census scheduling tool.

· Provide expert-level question and answer support, either by phone, email, or in-person, as required, for USCB participants in the use of Primavera and MSP in support of the USCB’s Enterprise Portfolio Management Process; and expert-level technical review of the USCB’s documentation, as directed by the COR

· Provide technical, troubleshooting and training support and diagnosis, including application errors and faults, for issues related to the Primavera application and MSP 2030 environment

· Provide technical direction, support, and maintenance related to Primavera Professional Client and Web for workstations and VDI, and system servers across all environments

· Attend and participate in all meetings necessary for system function and implementation, including Enterprise related meetings that impact our systems and Primavera version coordination meetings.

· Act as a liaison between the Schedule Management Branch and other technical areas to provide clear understanding of technical terminology as it pertains schedule management (i.e. pros and cons of moving forward with upgrades; explain technical terminology and implications into nontechnical language).

· Monitor Oracle patch release and upgrades and coordinate, support, and/or implement system upgrades, patches, and hot fixes for the client installation, web application, and/or middleware components with USCB approval (Oracle Primavera)

· In support of knowledge transfer, provide executive summary document on completed work that includes a written analysis of completed work that includes: upgrade/patch/hot fix applied, process used, test plans and results, and additional meta data as requested by the USCB and/or recommended by the Contractor.

· Coordinate development and upgrade of Oracle Primavera software objects deployed to USCB users by Customer Service Division (CSD) and work with all involved parties and divisions.

· Manage the Oracle database in support of the 2030 IMS production, user acceptance testing, training, and parallel production instances. This includes coordinating requirements with the schedule staff, management, and project teams to ensure completion.

Qualifications:

· Must be a US Citizen to meet contract requirements. Must be eligible to work in the U.S. and pass Census security screening for positions of public trust.

· Minimum of 10 years of overall IT experience

· Preferred minimum of 7 years supporting program management of IT projects for the Federal Government

· This is a technical role which requires general knowledge of IT systems including basic server administration in Windows and Linux, however project management or scheduling experience is desirable

· Demonstrated experience in performing schedule migration that may include test schedules, sample data, training data, and production data to specific target environments. Migrations may include new applications or enhancements to the existing Decennial Schedule Management systems.

· Proficient in technical expertise and maintenance of Primavera Pro, P6 Web, Primavera Analytics, P6 Database, Data Warehouse, Team Member

· Experience with Microsoft Project Server

· Experience with Microsoft Office Suite and Adobe Acrobat to create documentation, presentations, or other artifacts to document and present schedule information

· Excellent written and oral communication skills
