This position is a direct report to the Rail Division Deputy Director and administers the engineering, operation, stakeholder engagement, and maintenance of state-supported passenger trains, rail corridors, properties, and facilities through a series of contract, contractors and State employees.

Direct responsibilities and authority include oversight of all engineering, planning and development, compliance with federal and state requirements, purchasing and inventory procedures, budget management, and determination of the most efficient and effective means to engineer, construct, maintain and repair rail facilities and equipment. This position is responsible for overseeing the review and approval of rail and multi-modal facility and equipment design specifications including civil, electrical, mechanical, safety, and security requirements. This position is responsible for quality assurance/quality control, work planning, scheduling of critical tasks, availability of facilities and equipment and contractor performance.

This position manages and is responsible for a team of engineering personnel supervising rail operations, rail equipment, and rail facilities and properties, including over 30 contractor personnel at two sites as well as contract personnel and other consulting engineering and architectural firms.

The position directs the application of design, rehabilitation, and construction of rail facilities across the State. This position oversees the selection and acquisition of sites for new facilities; selecting professional firms and coordinating their efforts; bidding and contractor selection; supervises oversight of the contracts, protecting the State’s interest and the Rail Division’s Mission; assures adequate state, federal, and private funding are secured for each project; supervises administrative, architectural/engineering and other technical specialists both in the public and private sector; supervises Branch in bringing state supported passenger facilities into compliance with the latest NC Department of Insurance regulations, the NC State Building Code, and federal Americans with Disabilities Act (ADA) requirements; prepare and update reports regarding the status of passenger rail service in North Carolina while researching similar efforts in other states for comparison and guidance.

This position oversees the engineering, operation, maintenance, and documentation of State-owned rail facilities and equipment and locomotives; oversees the training and qualification of maintenance personnel and contractors. This position develops standards, procedures, and policy stances related to meeting Branch goals and objectives. This position is responsible for the Division’s compliance with multiple Federal, State, and Local regulations associated with the operation and maintenance of the State-owned railroad equipment and facilities. The position leads efforts with NC Emergency Management with regards to coordination of rail incidents and other emergencies.

Knowledge, Skills and Abilities / Competencies

  • Experience in railroad engineering, mechanical, or operations
  • Experience negotiating and administering railroad agreements for projects, programs, and/or services
  • Considerable knowledge of engineering theory, techniques, policies, practices, and procedures as related to railroad design, construction, and operations
  • Demonstrated ability to communicate effectively with state and local officials, citizens, railroad officials, Federal Railroad Administration, Amtrak, and transit administration officials
  • Experience supervising a team of engineers and professional staff
  • Experience supervising permanent employees, contractors and/or consultants

Minimum Education and Experience Requirements

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of six years (6) progressive engineering experience including four (4) years of supervisory experience.

Necessary Special Qualifications:
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
