Job description
Participatory Budgeting is an innovative practice at the City of Tacoma that will distribute $5 million across five projects (one in each of the City Council Districts). Participatory budgeting is a process where the community decides together how to spend public money. Participatory budgeting processes help deepen engagement, build stronger communities, and make public budgets more equitable and effective.
This position will work independently with Executive Sponsors from OMB, Media and Communications, Strategy and City Manager’s Office, Community Steering Committee, and a cross functional group of departmental staff on the City’s participatory budgeting process. This includes facilitating meetings, project management, performing budget calculations and analyses on staff and community budget proposals; maintaining and updating data; providing interpretation and research findings on a variety of issues (from surveys, to outreach, to voting data) and preparing performance and financial reports on the program and broader budget needs. The position will present recommendations and report to members of the public, executives, and the City Council. The position will research and interpret data and policy information; propose alternative approaches; assist in the installation of approved improvements/modifications; and perform follow up to ensure defined outcomes are achieved.
Distinguishing Characteristics
Office of Management and Budget Participatory Budgeting Analyst participates in and may facilitate work groups and committees. Monitors and evaluates action plans and presents feasibility studies to executive management for implementation. Provides interpretations, presents research findings and recommendations to executive management, elected officials, and outside organizations.
ESSENTIAL DUTIES:
- Conducts research and analyses on fiscal, budgetary, and policy issues; develop and analyze alternatives; and prepares and presents recommended improvements and/or changes to operations.
- Manages projects and analyses that involve multiple stakeholders with limited subject matter expertise;
- Delivers training to co-workers or colleagues.
- Thoughtfully and effectively communicates with team leaders and relevant stakeholders.
- Build and manage engagement efforts with the community.
- Suggest alternatives to improve performance and increase productivity and efficiency.
- Analyze and interpret complex data; review and evaluate the accuracy of plans, reports and supporting information; identify and observe trends; examine basic elements and key relationships; forecast needs.
- Prepare and/or present effective oral and written communications.
- Plans and lead a variety of meetings with administrators, staff and advisory boards to obtain information and provide expertise.

QUALIFICATIONS:
Bachelor's degree preferred, and two years analytical, database, spreadsheet and/or financial experience (relevant education can be applied to experience).

Analysis
Use data and information in a clear and rational process to assess and understand issues, evaluate options, form accurate conclusions, and make decisions. Gather, assemble, analyze and evaluate facts to draw logical conclusions and make proper recommendations and prepare clear, concise, and comprehensive written reports which require displaying and presenting statistical, graphical, and other reporting methods to audiences of varying technical sophistication.
Research
Effectively identify, collect, organize and document data and information in ways that make the information most useful for subsequent assessment, analysis, and investigation. Compile and maintain reports, records and various other forms of pertinent information in an organized and professional manner.
Technical Knowledge
Operate personal computer and assigned operating software in support of assigned business unit's goals.

Effective communication both verbal and in writing including the compilation of reports, presentations and records; and interacting respectfully and sensitively with individuals and groups to develop and maintain productive relationships and achieve results. Maintain professional skills that apply to all aspects of field of assigned specialty through continued education and/or training.
