PRIMARY FUNCTIONS:

The National Policy Counsel will be part of the Civil Rights Department and will play a leading role in developing and executing ADL’s democracy protection agenda, representing ADL with the Department of Justice and other relevant federal agencies, and in national legal and advocacy coalitions to further our democracy initiatives priorities, focusing particularly on civil rights. They will also serve as a subject matter expert and legislative counsel for the Government Relations, Advocacy, and Community Engagement (GRACE) team.

The Counsel will have a “dotted line” to the VP, GRACE and in addition to being part of the Civil Rights Department, will work closely with the GRACE legislative counsel team. In that capacity, they will also work with the Director of Federal Policy and Strategy.
Responsibilities:
Primary:
  • Provide legal advice, analysis and guidance to the Civil Rights and GRACE teams; analyze pending federal legislative and administrative initiatives, including on protecting democracy, civil rights and liberties, and combating hate crimes.
  • Draft model legislation, testimony and comments on proposed legislation/regulations and prepare policy and legal backgrounders.
  • Offer guidance on pending policy proposals, assess for implications for core ADL issues including civil rights implications
  • Represent ADL before the Department of Justice and build strategic relationships with administrative agencies in furtherance of ADL’s mission to secure justice and fair treatment for all.
  • Represent ADL with key Congressional committees with regard to areas in the Counsel’s substantive remit.
  • Facilitate partnerships with organizations and coalitions to further ADL’s democracy initiatives, including its civil rights agenda.
  • Plan and execute ADL’s annual Supreme Court Review program conducted in partnership with the National Constitution Center.
  • Conduct legal research and writing, including drafting letters, memoranda, op-eds, reports, speeches, blogs, social media posts and articles on antisemitism, extremism, civil rights, and issues related to ADL’s Democracy Initiatives work.

Secondary:

  • Offer analysis of, drafting, content and general support for relevant state policy proposals.
  • Help raise public awareness and provide support for grassroots lobbying for ADL’s legislative and regulatory agenda.
  • Partner with Community Engagement team to ensure ADL is continuing to advance key strategic partnerships in the civil rights space.
  • Assist in preparation of grant applications and reports for foundations and other funders.
Qualifications:

Skills:

  • Experience advancing relevant policy agendas in Washington DC. Sophisticated understanding of policy-making processes in federal government and of national political dynamic.
  • Excellent legal research, analysis and writing skills and ability to communicate effectively with lawyers and non-lawyers.
  • Demonstrated ability to have command of, communicate, and analyze bills and laws, particularly but not exclusively civil rights policy ones, based on ADL policy positions.
  • High-level research and analytical skills and effective writing skills, including in short time frames. Ability to translate complex subjects into compelling and succinct explanations.
  • Experience working in coalition and/or relevant federal government experience strongly desired.

Work experience:
  • The ideal candidate has six or more years of significant policy experience and leadership focused on issues that connect to ADL’s mission (or equivalent experience) is required; legal experience preferred.

Education:
  • J.D. degree required.
Work Environment:
  • Flexibility is required to work in a fast-paced environment and under deadlines that occasionally may require extended hours or weekends
  • Contingent upon COVID-19 protocol: occasional travel on weekdays and weekends to participate in or attend events and conferences will be required from time to time.
  • ADL COVID-19 Protocol (updated periodically): ADL is adhering to public health guidance regarding COVID-19. ADL will require that all employees are vaccinated with exceptions for medical and religious accommodations. ADL is requiring proof of vaccination. ADL is a hybrid environment; this role may require 3 days in the office.
Compensation:
  • This position has a salary range of $89,000 to $128,000. This salary range is reflective of a position based in Washington, D.C. Please note that actual salaries are commensurate with experience and reflect the budget for a given position, and since ADL has a location-based compensation structure, there may be a different range for candidates in other locations.
