The Information Systems manager (system manager) is responsible for the direction, supervision, administration, and operations of a team of information technology professionals. Applies expert-level knowledge of IT field and applicable regulations, policies and standards to the work of the team. Assigns and directs work, responsible for timely and accurate completion of work by staff, ensures that all customer service goals are met, and that all internal controls are documented, monitored, and followed. Leads, motivates, and coaches staff. Fosters teamwork. Creatively resolves complex issues within given constraints and creates efficient and effective automation processes and solutions. Works closely with other information technology units in the Division, at the Board, and the FRS to ensure IT resources are leveraged to the maximum extent possible. Exercises a high degree of independence in representing the Division of IT policy matters, with only broad guidance from the department manager or an officer.

Position Requirements


This is a system manager position. The successful candidate must demonstrate proven leadership skills to manage a team in the delivery of IT services, maintain the back-end infrastructure that house applications for our Facility and Law Enforcement business lines, maintain relationships with internal and external clients, and be accountable for addressing service requests as well as ensure compliance with applicable Federal and Board mandates.


The candidate will have oversight responsibilities for a variety of enabling infrastructure technologies that serve applications for our Facility Services and Law Enforcement Unit. These include but are not limited to: Windows Servers and embedded operating systems, IoT/IP enabled devices, databases, serial attached devices, and network communication. Must be well versed in applications such as physical access control system, video surveillance system, radio over IP, and building automation system. Strong knowledge in servers, virtualization technologies, IT infrastructure, IT service management, and network communications. Must be technically astute, have demonstrated ability to lead a team in supporting disparate technologies that do not connect well together. Demonstrate innovation, creativity and ingenuity in solving problems. Ability to multi-task and manage competing projects in a high pace environment.


Requirements include:

1. Strong technical and analytical skills typically acquired through the completion of a bachelor’s degree in management information systems, computer science. or related discipline or equivalent experience and minimum of five year of specific work experience.

2. Supervisory and leadership experience.

3. In-depth knowledge and experience in one or more areas of computing specialties - specialized expertise and proficiency in several distributed software and hardware systems, high level programming languages, and operating systems.

4. Knowledge of network design and configuration.

5. Ability to communicate complex technical concepts into non-technical language. Possess strong oral, written communication, and interpersonal skills.

6. Strong project management and organization skills.

7. Capability to handle multiple tasks, competing priorities, and challenging situations professionally.


The ideal candidate is a proactive and forward thinker. Demonstrates an inclination to continually evaluate and improve on practices that enhance operational effectiveness through work experience to date. Leverages technologies and tools to improve service delivery and high-quality output. The candidate should have soft skills to build formal and informal networks as well as maintain relationships with clients. A quick learner and also have the capability to extrapolate business processes and lead the team to create solutions. Develops staff and building team capability.


Significant professional experience with FISMA required; and with ADA Section 508, and Sarbanes-Oxley preferred.


Experience providing IT services to Facility and Law Enforcement communities is desired.
