The Licensure and Certification team is comprised of professionals in the areas of Behavioral Health Clinical Services, Residential Services, Legal, Complaints, Incident Reporting, and Risk Management, and Training and Development. We support the licensing and certification process to almost 2,400 providers throughout Ohio geographically located based on our six regional psychiatric hospital regions Ohio.
We are accepting applications for a Mental Health Administrator 5, position number 20096429 within the Office of Licensure and Certification headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 7th floor, Columbus, Ohio 43215.
Primary work location will be Northcoast Behavioral Healthcare, 1756 Sagamore Road, Northfield, OH 44067.
What you will do…
- Provides direct supervision of surveyor staff & licensure and certification activities.
- Supervises a team of MHAS surveyors who have regulatory authority for the monitoring of statewide program of licensure and certification of community behavioral health providers, opioid treatment programs &/or residential facilities.
- Evaluates & recommends licensure/certification or corrective actions for appropriate agencies/ providers/ facilities.
- Establishes & revises policies/procedures, rule changes, program adjustments to improve or enhance administration of standards for residential facilities.
- Participates in surveys/investigations in order to make informed determinations on recommendations for legal or licensure/certification-related action & in cases of negative finding.
- Makes appropriate, evidenced-based recommendations.
- Maintains current knowledge of all licensure & certification rules, & applicable sections of the Revised Code.
- Conducts monthly on-site survey monitoring & supervision activities of direct report surveyor staff.
- Conducts monthly surveyor performance improvement file reviews & other related activities.
- Participates in statewide groups such as The Ohio Council, the Ohio Hospital Association & other constituency groups, and their members, on issues or committees that impact private psychiatric hospital, community behavioral health, opioid treatment programs and/or residential facility providers.
- Monitoring & investigation of complaints and reportable incidents.
- Interacts with national accreditation bodies & CMS (federal center for Medicaid and Medicare services) related to survey &/or investigatory findings, as indicated.
- Provides technical assistance & training to office & other department staff on administrative rules & office policies & procedures.
- Provides technical assistance & other training to providers & stakeholders on rules, licensure & certification processes & procedures, & other subjects as indicated.

Completion of undergraduate core program in business administration or mental health technology (e.g., psychology, rehabilitation, social work); 12 mos. exp. in area to be assigned.
- Or completion of graduate core program in public administration or business administration.
- Or 12 mos. exp. as Mental Health Administration 4, 65224, in Department of Mental Health.

Unless required by legislation or union contract, starting salary will be set at the lowest rate of the salary range with gradual increases after completing probation and following successful annual performance evaluations.
