MassHealth is seeking qualified applicants for the position of MassHealth Systems Operations Director. This position will lead multiple strategic MassHealth system programs that will modernize the current systems used by operations staff, assistors, and members. MassHealth has a vision to create an integrated OneHealth system that supports all eligibility determinations for our members. This is a multiple year project that needs to be coordinated with our existing eligibility systems: Health Information Exchange (HIX) and MA21. In addition, MassHealth is working with the Integrated Enrollment and Eligibility (IE&E) Program at the EOHHS Secretariat level to implement components of the solution. These projects include IE&E Common Notice Solution, IE&E Member Communication Portal, IE&E Common Application, IE&E shared verifications among others. IE&E projects are also multiyear implementations.
The selected candidate will oversee all phases of the development and implementation of these programs for the MassHealth component of work. The incumbent will identify business process improvements, opportunities and implementation strategies related to the HIX eligibility system development.
This position works closely with the current HIX and MA21 managers to ensure integration and coordination happens. This person will represent in the One Health planning and procurement activities and the IEE.
Duties and Responsibilities (these duties are a general summary and not all inclusive):

Coordinate all changes with MassHealth corresponding systems such as HIX, MA21, EDM, MWS, Pinpoint solution and others.

Manage a multitude of complex tasks simultaneously, including prioritizing various tasks, analyzing, and evaluating IE&E and One Health system issues and ensuring that tasks are brought to final completion.

Manage a unit of 3 staff members. These are Subject Matter Experts for eligibility system development/implementation

Plan, organize, and direct project team meetings associated with development and implementation of MassHealth system components.

Coordinate with all MassHealth stakeholders at it relates to the system implementations. Team includes legal, privacy, policy, operations, training, and publications.

Participate in One Health and IE&E project meetings representing MassHealth as business owner.

Participate in Business/IT JADs teaming with IT colleagues in system developments, enhancements, and expansions.

Review and sign-off on documents defining business and functional requirement specifications for development.

Draft and review procurement documents as needed.

Investigate, analyze and triage issues regarding the One Health and IE&E systems.

Troubleshoot and resolve difficult systems issues, identify resolutions to systems shortfalls and define needed systems enhancements.

Serve as a vital component toward Excellence in Operations and customer service for members and providers.

Collaborate with and support the statewide standardization of practices, policies, and workflows in use across all of MassHealth eligibility operations.
Preferred Qualifications:

Bachelor’s with a major in business administration, business management, public administration or other relevant areas.

Extensive and in-depth knowledge of MassHealth policies, programs and procedures and the ability to integrate this knowledge with new and existing IT systems.

Familiarity with a number of complex, technical issues, systems and programs affecting Medicaid and its services to members.

The ability to manage and sustain multiple and complex relationships and ensure that lines of communication are open.

The ability to work under significant time pressures to meet unanticipated demands.

The ability to work effectively with teams, share information and work collaboratively to solve problems and make decisions.

Experience designing and implementing data collection processes.

Ability to give oral and written instructions in a precise, understandable manner.

Qualifications
MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
