**Work Schedule is M-F 9am - 5.30pm. Bilingual candidates encouraged to apply. Position requires weekend and after business hours on- call**
Responsible for keeping the four Crisis Residential Programs along with augmented licensed board and care census at capacity to meet Santa Clara County Behavioral Health Department Contract. Performs in-person risk assessment of clients being referred and coordinates with referral sources in a manner that ensures the delivery of high quality, cost effective care in all service settings consistent with Agency mission and in accordance with Agency, payor, and regulatory requirements. Responsible for handling telephone calls from clients, their legal representatives, case managers, and their significant others, Parole and Probation, insurance companies, health care providers, Social Security, Department of Social Services, and prescription drug plan programs.

PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Lead and direct the development, implementation, and management of policies and practices to ensure the delivery of high quality, cost effective care in all service settings consistent with Agency mission and in accordance with Agency, payor and regulatory requirements.*
- Maintain full census in four Crisis Programs and assist with Augmented Board and Care census as needed. Determine level of care for referred clients. Navigate entitlement eligibility for clients being referred to programs. Assess for safety of clients and staff in all programs.
- Ensure licensing, accreditation, regulatory and Agency requirements, including facility, clinical records, documentation standards, financial records and program assets, are maintained.
- Interface with Community Care Licensing, Department of Health Care Services, Santa Clara County Behavioral Health Department, and other stakeholders.
- Team with Managers in developing improvements in environmental hygiene and safety of premises; direct staff and/or Facilities to address issues of concern, especially safety and security.
- Participate in fiscal management with CFO, budget development, and payers and contract negotiations.
- Participate in planning and development of needed program expansion.
- Coordinate Programs’ public relations efforts with Director of Development and Communications. Must possess friendly telephone demeanor and ability to communicate clearly. Must possess organizational skills.
- Direct the management of day-to-day operations of Central Intake.*
- Oversee Managers’ personnel processes, including interviewing, hiring, orientation, training, development, supervision, staff evaluations, and disciplinary actions.
OTHER DUTIES AND RESPONSIBILITIES:
- Maintain effective relations with hospitals, outside case managers, and other community resources.
- Provide transportation in personal or Agency vehicle, including but not limited to the transport of clients, staff, and/or program supplies for Agency business.
- Attend, participate in, and/or lead Agency, in-service, or department meetings and trainings.
KNOWLEDGE, SKILL, AND ABILITIES REQUIRED: (E = Essential; D = Desired)
- Masters or Bachelors degree in a related field and eight years’ full time, direct care experience with individuals with mental illness in a human services or mental health setting; experience can be substituted for education on a one-to-one basis. (E)
- Additional full time, paid work experience may include:
- Master’s degree in Psychology, Clinical Psychology, Social Work, or other behavioral science and two years’ post-licensure experience; (D) (may be required for some assignments);
- Five years as a supervisor or manager; (E)
- Residential Program management; (E)
- Community Care Administration Certification. (D)
- Additional full time, paid work experience may include:
- Current licensure from the California Board of Behavioral Sciences (BBS) as a Licensed Marriage, Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or Licensed Professional Clinical Counselor (LPCC); (D) current licensure from the California Board of Psychology (BOP) as a Licensed Psychologist (PSY) may be required for some assignments. (D)
- Effective utilization of computer technology for communication, information tracking, and accessing of online resources; proven proficiency in typing/keyboarding—minimum 30 net wpm—and a basic proficiency level in Microsoft Office applications (Word, Excel, Outlook) and Windows-based databases.

- Work with populations identified as high risk and/or considered underrepresented in the County Mental Health system with multiple barriers; (E)

- Demonstrated ability to work with participants who:

- Special Requirements: Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Momentum practices. (E)
- A valid California Driver License, with access to a reliable vehicle/for driving a company vehicle, current proof of auto liability insurance, and a clean DMV record. (E)
