RAND is seeking a Manager, Contracts and Grants Services focused on contracts. Under minimal supervision, provides supervisory support to a team of contract administrators within a specific focus area, i.e. grants, contracts, foundations, etc. If necessary, performs advanced to highly complex contract and grant proposal preparation including pricing, negotiation and submission of all pertinent forms. Prepares periodic performance and strategic assessments for use in budget planning, developing forecasts and projections using established policies, procedures and guidelines.
The primary responsibilities of this position will include, but are not limited to:

Review and perform preliminary assessment of opportunities through the Proposal Initiation Form (PIF), including but not limited to reaching out to funders and other offices within RAND to determine RAND’s eligibility to pursue opportunities.

Assign workload to team members and/or coordinate with the other Team Leads for cross team support. Manage scheduling conflicts and workload capacity issues, including escalating concerns to Manager and/or Director of Contracts, Grants & Procurement Services (CGPS).

Review and approve new awards, amendments and corrections made by team members in Workday.

Review and approve coordination packages in CDMS for proposals and awards.

Provide ongoing training and support to team members, including but not limited to providing guidance on: RAND’s policies and procedures; responding to RFP’s and/or interpreting/negotiating unfamiliar or complex terms in agreements; drafting award terms and conditions; communicating with and maintaining a cooperative relationship with RAND management and other RAND offices; post-award compliance issues; preparing reports and meeting RAND’s and sponsors’ compliance requirements.

Meet with team weekly to discuss workload and outstanding issues. Monitor team performance, address performance issues and provide additional one-to-one coaching as required.

Write and conduct annual staff performance reviews, consulting with Manger and Director of CGPS as appropriate.

Listen to team members’ feedback and help address concerns or conflicts within and outside of CGPS.

Serve as primary liaison to RAND sponsors and RAND Leadership on substantial and/or sensitive contractual/business matters requiring escalation.

Participate in Team Lead meetings to discuss CGPS general operations and cross team concerns, including but not limited to best practices and training opportunities.

Participate in regularly scheduled and ad hoc meetings with SEP Division Leadership to report on the work being done by team members and address questions/concerns related to outstanding issues.

Initiate and document guidance on best practices working with funders and other offices within RAND.

Perform Contract Administration duties when necessary, to include proposal preparation and award negotiation.

Assist Manager and Director of the Office in a wide variety of projects.
Qualifications

Knowledge of US Government contracting requirements and regulations (FAR/DFAR/UG) required.

Knowledge of various financial and non-financial agreements, and how they influence all aspects of project implementation, administration, and compliance required.

Strong communication skills – ideal candidate will be able to communicate effectively with colleagues, sponsors and others required.

High level of attention to detail required.

Ability to research, interpret, and communicate requirements to ensure RAND’s rights and obligations are protected.

Ability to clearly and effectively communicate with internal and external partners, remotely and in person required.

Ability to establish strategic and collaborative working relationships with internal and external partners required.

Ability to manage a large volume of tasks, and competing priorities in a reliable, efficient manner required.

BA/BS required
MS/MA preferred

Santa Monica, CA or Pittsburgh, PA, or Washington, DC (Hybrid and remote options available for this role)
Salary Range
$95,100 - $144,800
RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
