We are excited to be part of another significant redevelopment project. As part of JFK Millennium Partners (“JMP”), the preferred partner of Port Authority of New York and New Jersey, Vantage has been selected to design, build, finance, operate, and maintain Terminal 6 and 7 at John F. Kennedy (“JFK”) International Airport. For this project, Vantage has partnered with American Triple I (ATI), a 100% minority and woman owned investor and developer, and RXR Realty, a leading New York commercial real estate development firm, with AECOM Hunt as the design-build team. The project is to proceed in two phases of construction, with the first phase to include the development of the new Terminal 6 headhouse and departures area on a vacant site adjacent to the existing Terminal 7. Once that has been completed, JMP will demolish the existing Terminal 7 and construct an additional five gates, after which, JMP would then manage, operate and maintain the new facilities.
Manager, Assets
The Manager, Assets will report to the Deputy Director, Terminal Fit Out and be responsible for the responsible for the oversight and management of the design, construction, and delivery of the JFK Terminal 6 (T6) project terminal Asset Management System for the developer JMP. They will also oversee the JFK T6 project Commissioning and transition of the building from the Design-Builder (DB) to the Facilities team. This role will require interactions and relationship development with key stakeholders including the Design Build team, Airlines, Regulatory Agencies, Utility Companies. Operations and Facilities staff and the Port Authority.
Responsibilities:Responsibilities:
- Reviewing and understanding the Lease, Requirements and Provisions for Work (RPW), Project Definition Document (PDD), Basis of Design Document (BoDD), Commissioning Plan, ISO 55001, Specifications and Design Drawings
- Assuming role of Asset Management Lead on behalf of JMP for JFK T6 as defined in the RPW
- Providing JMP input and oversight of the DB for conformance to owner requirements to insure economical design and construction of the Asset Management Systems. This includes:
- Sourcing all data sets for the asset management database build (Maximo) working with trades to identify what data should be captured, how it will be aggregated, how it will be managed and essentially imported to the Asset Management System.
- Working with team members on the asset management workflow, reporting, and functionality. This requires engagement with facilities IT, Operations to understand the business requirement so this role can take that back and build out the hierarchy and workflow for the Asset Management database.
- Staying informed about the design, procurement, and buyout of the Asset Management Systems by the DB.
- Participating in the review of the Asset Management Systems contract documents for completeness, allowances, overlap with other scopes of work, to ensure proper budgeting and fiscal management.
- Overseeing JMP Asset Management System scope changes to the DB’s scope in coordination with the Senior Manager Design, Senior Manager IT, Deputy Director Terminal Fit Out and Commercial Manager. This includes drafting scope changes, reviewing pricing and assessing potential schedule impacts as they relate to the work.
- Tracking costs against budget allocations and forecasting future costs related to the Asset Management System, including tracking any back charges or reconciliation with DB, or Others. Responsible for keeping the Deputy Director Terminal Fit Out informed of such costs and budget status
- Providing guidance, opinion, and perspective to the Deputy Director Terminal Fit Out on the design development to ensure scope is within the project budget
- Tracking the performance and execution of DB and JMP Contractors for the Asset Management scope against budget and schedule. Provide monthly reports to the Deputy Director Terminal Fit Out, Senior Manager IT or as otherwise requested or agreed to
- Reviewing and providing comments on submittals related to the Asset Management System design including but not limited to; RFIs, Drawings, Specifications, Shop Drawings, and component submittals for compliance to contractual requirements. This includes:
- Engaging other JMP project team members as needed to collect formal review comments on the Asset Management System, including classifying comments from others as in scope, and required by contract, or as scope changes
- Providing formal responses and comments to the DB where appropriate. This may include linking comments to contract requirements
- Tracking all Asset Management comments submitted formally to the DB over the length of the project
- Consulting with the Manager IT, Deputy Director Terminal Fit Out on the Asset Management Systems, and Asset Management System interface design reviews, and approvals prior to submission to the DB unless otherwise agreed
- Identifying, tracking and participating in the timely and efficient resolution of design and construction coordination issues between the Asset Management System and any other element of the building with the Manager IT Systems and DB to avoid delays and keep work progressing
- Keeping the Deputy Director Terminal Fit Out informed on the construction status of the Asset Management System and any interfaces of that scope with others
- Working collaboratively with the QA/QC Manager and Commissioning Authority to ensure that a quality product is handed over to the operating team. This includes:
- Assisting in commissioning activities for all aspects of Terminal construction. Where commissioning is completed by vendors (i.e Baggage, Low Voltage Systems, PPB’s) ensure commissioning activities are collated, tracked, and reported against schedule milestones
- Assisting the development of Integrated Systems Tests (IST’s) with all relevant parties.
- Assisting in the classification of defects, assessing the value of work to be corrected and assigning the responsible party for remediation
- Communicating known deficiencies to the JMP Team and keep the Manager ORAT appraised of any deficiencies that may impact other ORAT activities
- Managing 3rd party contracts related to the Asset Management Systems and Commissioning that may be hired by the JMP. Management may include deciding where to engage a 3rd party consultant on the project, overseeing the development or extension of a 3rd party consultant contracts, tracking hours of involvement and cost against those contracts, and ensuring the 3rd party consultant is performing at a level that meets or exceeds expectations
- Providing input and review of a Commissioning RFP, procurement, evaluation, and selection of the Commissioning Team with assistance of the Commercial Manager
- Working with the ORAT team to transition the Mechanical, Electrical, Plumbing, Fire Alarm, Fire Protection and Asset Management Systems from the DB to the Facilities team, including:
- Creating a comprehensive list of all training to be delivered by the DB under the contract as it relates to the above scopes. This includes training topic, type of training to be provided (classroom vs virtual vs hands on), hours of training to be provided, and list of any training materials to be delivered or handed over. Identify and list all components of each topic to be trained on.
- Identifying gaps in training and work with the Manager ORAT to determine where gaps pose a significant risk.
- Reading and Reviewing Operations and Maintenance manuals delivered for the above scope. Confirming that manuals meet the obligations of the contract.
- Developing operating and maintenance manuals over and above that provided by DB as necessary to successfully manage the Facility
- Reporting to the Deputy Director Terminal Fit Out and Manager ORAT the status of Facilities training and confirm whether the Design-Builder has met all their obligations under this scope.
- Actively coordinating and working with the ORAT team to transition the building systems to the Facilities Teams
- Engaging and coordinating with JMP Counterparts where they interface with other systems and scopes of work. Stay informed on other JMP scopes of work and provide input to them as requested to facilitate successful delivery of JFK T6
- Aiding the Senior Manager Design and ORAT and Manager ORAT as required, from time to time, with deciphering the finer details of this scope by providing information about the systems. This may include providing input on operational plans, transitional activities, and trials. It may also include reviewing stakeholder presentations for technical accuracy.
- Informing the Deputy Director Terminal Fit Out where acceptance of the Asset Management Systems and Commissioning scope can be provided to the DB
- Other duties and responsibilities commensurate with the position may be assigned by the Deputy Director Terminal Fit out.
Education and qualifications
- A bachelor’s degree in engineering or technology is required
- A PE designation is an asset
- At least 7-years related work experience
- Working knowledge of Microsoft Office (Word, Excel, Outlook)
- Working knowledge of Bluebeam Revu, Autodesk AutoCad and/or Autodesk Revit is an asset
- Experience managing junior team members
- Experience working in both an office and field environment is an asset
- Proven track record of success in supporting senior leadership
- Ability to collaborate with all levels of the organization and key internal and external stakeholders
- Organization and planning skills crucial for multi-tasking while prioritizing and executing tasks
- Ability to diffuse and manage situations in high pressure situations
- Strong problem-solving skills to independently work with clients, vendors, staff, and other stakeholders
