ABOUT THE ORGANIZATION

The Upper Occoquan Service Authority (UOSA) is a regional water reclamation plant serving four jurisdictions (Fairfax County, Prince William County, City of Manassas and City of Manassas Park).

RESPONSIBILITIES

The Lead Mechanic, under general supervision of the Mechanical Systems Section Manager and Assistant Manager, performs and leads others in accomplishing highly skilled mechanical maintenance. Is the team leader for daily tasks to perform maintenance and new installations of a variety of mechanical systems. Performs other work as required or assigned. Is exposed to a wastewater biological and chemical hazardous environment, confined spaces or the hazards of rotating equipment.

EXAMPLES OF WORK (Illustrative Only):

  • Provides input for use by section management in evaluating performance of peers and subordinates.
  • Provides recommendations for continuous improvement of section operations.
  • Plans and schedules daily work assignments. Prepares and manages work orders, requisitions for stock items and receives POs.
  • Performs and leads staff in accomplishing all assigned tasks. Checks on equipment for serviceability, functional ability, wear, lubrication, synchronization, alignment, adjustment, and related operating parameters. Checks accuracy of work against specifications using a variety of measuring devices.
  • Determines general condition of equipment and pipe systems. Troubleshoots systems and equipment, determines causes of failure and the need for corrective action.
  • Recommends equipment, parts and services for maintenance and repair of mechanical equipment and systems.
  • Determines equipment, tools and methods to be used in performance of various tasks including welding method and appropriate welding equipment.
  • Checks accuracy and performance of contract work.
  • Coordinates UOSA’s lubrication program.
  • Assists in technical and safety training.
  • Performs and directs work in confined spaces. Ensures that lock-out tag-out and other applicable procedures are followed during work activities.
  • Provides quality control of work to ensure safe work practices. Safely uses and cares for a variety of tools and equipment common to the work.
  • Stays current on materials, procedures, equipment, tools, etc.

REQUIREMENTS

  • Completion of high school or GED with a minimum of 2 years Mechanic I level or 8 years mechanical maintenance work experience in an industrial environment is required. Completion of a college or vocational degree program is highly desirable. Or equivalent combination of education, experience and training which provides the required knowledge, skills and abilities.
  • Masters/Journeyman License in Gas Fitting, Plumbing, and HVAC through the Virginia Department of Professional and Occupational Regulation (DPOR) are desirable.
  • Must have extensive knowledge of the methods, practices, tools and materials used in mechanical maintenance and repair of stationary engines, pumps, furnaces, and other heavy plant equipment commonly found in a wastewater treatment facility and pump stations. Must be proficient in different welding techniques.
  • Ability to work with 12 to 24 V DC for mobile equipment and have basic knowledge of electricity for up to 480 V (including using voltmeters) as it applies to other mechanical equipment.
  • Expert knowledge in the installation and repair of all types of piping systems (water, air, oil, gas, chemical, steam and sewage) and piping materials, valves and components.
  • Thorough knowledge of occupational hazards and necessary safety precautions applicable to mechanical maintenance and repair work.
  • Possess ability to interpret, prepare, review, and work from drawings, specifications, equipment manuals, O&M manuals and process schematics.
  • Able to produce general diagrams and sketches for outlining work.
  • Must have good written and verbal communication skills.
  • Must make accurate estimates of time and materials needed for work assignments.
  • Must be computer literate with good understanding of Microsoft Office (Outlook, Excel, and Word), UOSA’s time management software (Kronos), and UOSA’s CMMS (JDE).
  • Must obtain a Journeyman License in Gas Fitting or Plumbing through the DPOR within one (1) year.
  • Must pass Plant Maintenance Technologist Certification Class I within one (1) year.
  • Sufficient color perception to distinguish colors is a must.
  • Must meet all confined space requirements.
  • Must be able to handle physical requirements of position to include extensive walking, bending, stooping, climbing stairs and ladders, lifting and carrying 75 pounds.
  • Possession of a vehicle operator's license valid in the Commonwealth of Virginia is required.
