Summary:
The Estimator is responsible for completing accurate estimates for bidding projects. The Estimator will work with Project Schedulers, Cost Analysts, and operational project managers to develop project plans to meet milestones, build schedules to meet those milestone plans, assist in assignment of crews and set up budgets based off the bid preparation. The Estimator will also perform quality control and quality assurance duties as directed by the Director, Operations Support, with the regional operations leadership teams.
The position requires heavy travel.

Essential Estimating Functions:
  • Prepare complete cost estimates for Fixed Fee Utility, Capital, DOT, and Unit work for ROW project bids.
  • Fully understand the “Gunnison Estimating Process” and a thorough understanding of all bid templates.
  • Work with Ops Support to staff and train local estimators.
  • Conduct Training classes at all locations.
  • Perform field take offs/evaluations for estimate preparation.
  • Establish a production schedule to forecast labor and equipment for estimate including milestones, shutdowns, etc.
  • Schedule and attend field walk-downs with customer, subcontractor, and construction personnel to understand and determine job requirements.
  • Understand and evaluate job related documentation.
  • Participate in estimate review process with internal and external customers.
  • Assist utility personnel throughout the project life cycle in tracking and understanding basis of cost estimate.
  • Assist in the preparation and submission of change orders.
  • Perform post job completion analysis.

Essential QA/QC Functions:
  • Works directly with Operations to ensure inspections and audits are conducted on a continuing basis to meet specifications.
  • Thorough understanding of trimming specifications and quality expectations for all contracts before auditing.
  • Assists in audit support for underperforming areas.
  • Compiles and maintain audit inspection results to identify trends and initiates discussions with operations.
  • Assists in data analysis, data trending from audit inspections.
  • Implement QA/QC meeting discussions with Operations.
  • Prepare and administer an inspection schedule.
  • Complete “Cost to Complete” audits.
  • Participate in equipment need discussions with operations after audit for completion.
  • Validate most productive and safest trimming methods are utilized.
  • Involved with serious customer complaints in order for to find the best resolution.
Technical Skills:
  • Strong understanding of vegetation Management industry practices, processes, and standards.
  • Proficient knowledge of vegetation crew labor and equipment limits and capabilities.
  • Excellent verbal and written communication skills.
  • Proficient knowledge in MS Excel, MS Word, MS Outlook, scheduling, and database applications.

Physical Requirements:
  • May work in an office environment and/or on the project site.
  • Ability to physically climb stairs, balance on scaffolding, work at height and work in excessive heat and/or cold environments due to site visits.
  • Ability to sit for prolonged periods of time.
  • Ability to type on a keyboard.
  • Ability to converse over a telephone.

Education:
  • Bachelor’ s degree or equivalent experience considered at the discretion of management.

Preferred Qualifications:
  • Civil Forestry or Vegetation Management background or experience.
