The position is located in the Metropolitan Police Department (MPD), Homeland Security Bureau (HSB), Joint Strategic and Tactical Analysis Command Center (JSTACC), Research and Analytical Services Branch (RASB). The incumbent serves as an analyst that provides strategic crime analysis functions in support of the Department's public safety mission.

This Law Enforcement Analyst position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

The incumbent will be responsible for the following:

• Researches, designs and develops statistical and analytical products from a variety of police and other law enforcement datasets for purposes of reporting trends and patterns, as well as providing senior members with assistance in developing policy papers. Data sources include but are not limited to crime, arrest, calls for service, population estimate and economic data (or any combination thereof).
• Develops analytical products and models (and supporting documentation) using data science techniques and skills. Analytical products include (but are not limited to) crime trend analyses, projections and forecasts, research papers, policy and program impact analyses, needs assessment, population studies and other analyses to support MPD's strategic agenda.
• Keeps abreast of national law enforcement policies and new program initiatives; networks with other agencies and explores other police agencies’ online documents. Assists in establishing appropriate benchmarks and research evaluation criteria.
• Collaborates with fellow crime analysis team members regularly - works to provide proactive and innovative solutions to complex analytical challenges related to law enforcement and crime trends.
• Designs and conducts surveys and program evaluations. Recommends corrections and improvements to newly implemented law enforcement programs based on findings of program evaluations. Identifies new departmental research ideas, makes recommendations, and working with senior members and management on developing an approach and analysis to implement these ideas.
• Prepares reports and presentations for Executive and Command Staff that outline the methodologies used for a particular analysis, explains the results/findings and provides recommendations.
• Uses a variety of analytical tools, including but not limited to: geographic information system (GIS) software and data science, data visualization, and dashboard tools to analyze and present to internal and external stakeholders.
• Identifies and develops recommendations for resolving systematic data issues affecting MPD's databases including process reviews and recommendations. Performs strict quality control checks on the data contents to ensure internal and external reliability/validity.
• Prepares necessary materials for reports and presentations of current crime trends and patterns. Provides analytical information to assist in reviewing, analyzing, reporting and assessing problems that may promote community problem solving.
• Manipulates, manages, queries and summarizes raw data from MPD data sources such as Computer Aid Dispatch (CAD) Calls-for-Service Data, Records Management System/MPD Data Warehouse Crime & Arrest Data, and other various datasets from internal and external sources.
• Receives and responds to internal and external information and data requests as necessary.
• Participates and takes a lead role in developmental cross-training; creates procedures for newly developed reports.
• Conducts site visits in order to verify reported data and information and to collect other materials related to evaluating the effectiveness of newly implemented law enforcement programs and data systems.
• Provides mentorship and assists in training and on-boarding other law enforcement and crime analysts.
• Performs other related duties as required.

Qualifications

• Knowledge of and comfort with data science techniques and tools, manipulating large data sets (enforcement data preferred, but not necessary), trend analysis, process mapping and program evaluation methodologies.
• Knowledge of data mining techniques and potential data sources and comfort with the preparation of statistics, data queries, and/or mapping and data visualization techniques when needed.
• Skill in qualitative and quantitative research methods and the ability to train and mentor others in these methods.
• Demonstrated ability to identify and apply appropriate statistical computations, both descriptive and inferential.
• Ability to communicate effectively both verbally and in writing; prepares and presents written and oral presentations, and mentors and trains others in effective communication of analytical results.
• Collaborative spirit and team player; responds to people in tactful manner; reacts quickly and appropriately to requests for information; establish and maintain cooperative working relationships with MPD's staff and others.
• Skill in the use of software, such as Microsoft Word, Microsoft Excel, MS Access, Excel, PowerPoint, ArcGIS, and preferred knowledge in 12, SPSS (or other statistical programs such as SAS, Stata, "R" and/or Python).

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to the CS-09 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience includes understanding data science techniques and tools, manipulating large data sets (law enforcement data preferred, but not necessary), trend analysis, process mapping, and program evaluation methodologies; applying data mining techniques and potential data sources and comfort with the preparation of statistics, data queries, and/or mapping and data visualization techniques; using qualitative and quantitative research methods, identifying and applying appropriate statistical computations, both descriptive and inferential; communicating effectively both orally and in writing; preparing and presenting written and oral presentations; and the ability to use software applications and statistical data programs.

This position is considered an Emergency position. This position is part of a 24/7 operation and is subject to non-traditional work hours, including rotating shifts, shift work and working weekends and holidays.

A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
