Job Purpose and Objectives
The primary objective of this position is to provide medical care, treatment, and case management to inmates of the Reno County Jail to promote overall health utilizing the nursing process in triage, professional training and various resources in accordance with regulatory agencies and established guidelines. The inmate patient population generally has not had consistent access to healthcare prior to their incarceration. This position will provide an opportunity to see and care for an interesting variety of health concerns from minor ailments to major and atypical conditions.

Personal conduct and behavior (on duty as well as off) must be such that it does not bring disrepute or unnecessarily endanger the public"s trust or confidence in the agency or its members.

Job Competencies
Assesses the physical condition of prisoners by performing physical examinations and obtaining medical histories. Formulates medical plan and prognosis based on patient's condition. Consults with physician(s) regarding patient health care plans and treatment; modifies patient treatment plans as indicated by patient's responses and condition. Provides medical first response to emergency situations in the jail; initiates triage and determines priority of emergent/ urgent care. Performs selected invasive procedures for therapeutic and/or diagnostic reasons within scope of validated competence. Complies with medical record policies regarding the complete and accurate documentation of patient care. Initiates and maintains required records and legal documents. Administers medications; observes patients to assess possible adverse medication interactions and/or side-effects and initiates appropriate health care interventions. Facilitates communication and reporting to on-coming shift of health care staff members to promote continuity of patient care. Advises patients on health maintenance and disease prevention and provides case management. Follows facility and OSHA safety rules and procedures while on assignment; follows facility Unusual Occurrence Protocol. Respects cultural and religious practices of patients. Upholds HIPAA regulations. Coordinate special diets with Food Service Manager. Maintain and ensure proper operation of equipment. Participates in Sheriff"s Department recruitment and community relations activities as directed. Attend staff meetings to discuss new ideas and/or specific items related to assigned duties. Protects and maintains any confidential information you have access to, whether oral, written, or electronic. Operates all job-related equipment, machinery, tools and other aids as required or needed. Position Requirements and Qualifications
Position Requirements - Must be a US citizen or non-US citizen able to work in the United States. Must be at least 18 years of age. Candidates in this position may be required to pass a background investigation in accordance with applicable laws, regulations, or policies: a. Record of criminal activity and criminal history using a named-based record check before employment is offered or before job duties are assigned that might expose them to KCJIS-sensitive information. b. Record of criminal activity and criminal history using a fingerprint-based check within 30 days after initial employment or assignment and before unconditional employment is offered. Upon hire, a two-step Tuberculosis skin test will be required. The first will need to be placed prior to starting employment. Graduate of an accredited RN program; current RN license, in good standing with the Kansas state licensing board. Minimum of one (1) year RN experience preferred. Bilingual Spanish desired, but not required. Responsible for obtaining and maintaining all certification requirements relative to the position.

Certifications / Licenses - Possession of a valid Kansas driver"s license and a satisfactory driving record. Maintain RN license and remain in good standing with the State licensing board.

Skills / Knowledge / Abilities - Knowledge of the principles and practices of law enforcement. Knowledge of applicable federal, state, and local laws, statutes, ordinances, and regulations. Knowledge of the powers, duties, functions, jurisdiction and responsibilities of the Sheriff's Department. Knowledge of the policies and practices of the Reno County Sheriff"s Department and geography of the county, its incorporated areas, and the general roadway network. Knowledge of the criminal justice system in the State of Kansas and Reno County. Some knowledge of Reno County Human Resources policies and practices. Knowledge of The Prisoner Rape Elimination Act, National Commission on Correctional Health Care (NCCHC) medical standards, Occupational Safety and Health Administration (OSHA) standards for dealing with bio-hazardous materials, and Health Insurance Portability and Accountability Act (HIPPA), Health Information Technology for Economic and Clinical Health (HITECH), and Government Records Access and Management Act (GRAMA) confidentiality requirements. Customer service in the health care setting including needs assessment and meeting quality standards for services. Human behavior and performance; individual differences in ability, personality, and interests; and the recognition, assessment, and treatment of individuals with behavioral and/or affective disorders. Principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions. Public Health policies and procedures necessary to treat and control infectious diseases. Ability to effectively and efficiently communicate with people from all cultural, social, economic, and diverse backgrounds in varying situations. Ability to utilize sound reasoning, as well as ability to make sound decisions. Strong ability to prioritize workload; meet deadlines; accept direction; carry out directives; and comply with policies, rules, and regulations. Ability to establish and maintain a good working relationship with personnel throughout Reno County; federal, state, local ancillary public safety related services and other government agencies. Ability to follow instructions when furnished in written, oral, or diagram form. Ability to apply and utilize related computer applications and software. Ability to deal effectively with inmates and staff in a jail setting; react effectively and safely in emergency and stressful situations. Ability to detect hazards and correct problems to ensure a safe working environment. Ability to stand and walk for long periods with intermittent breaks. Ability to communicate effectively verbally and in writing. Ability to write clearly, concisely and communicate effectively in English. Ability to respond professionally to inquiries from the supervisors, staff in both written and verbal forms. Ability to carry out instructions furnished in written or verbal form. Ability to interpret and produce numerical reports. Ability to make independent judgments requiring quick and effective decision making. Strict adherence to confidentiality of sensitive information. Ability to perform all functions of the job classification without posing a direct threat to the health or safety of other individuals in the workplace. Ability to maintain full awareness of surroundings and others" reactions, making adjustments according to the situation while providing health care services to prisoners. Ability to Monitor/assess medical emergencies or issues and form medical response while maintaining the safety of those involved. Ability to consider the relative costs and benefits of potential actions to choose the most appropriate one. Ability to recognize problems, analyze information, evaluate results, and apply general rules and standard operating procedures to choose the best solution and solve problems. Ability to establish and maintain good interpersonal relationships. Ability to handle stressful situations in a calm and professional manner.
