Scope of Work:

1. The Department of Health and Human Services is seeking at least one (1) highly skilled contractor to assist in our Information Technology Project Management Office to oversee and successfully manage various projects simultaneously through implementation. Responsibilities will include acting as Project Manager for assigned IT Projects; developing Requirements documents for existing and proposed systems; and conducting Market Research for potential projects.

2. The Program Manager would be expected to coordinate with Montgomery County’s Department of Technology and Enterprise Business Services (TEBS), DHHS department staff, State agencies and other entities as required.

3. General tasksinclude:

3.1. Act as Project Manager for assigned projects, to include:

3.1.1. Ensure that projects are defined, monitored, and implemented in a structured, consistent manner that promotes predictability and quality of outcomes so that projects are completed on time and within scope and budget.

3.1.2. Develop and implement a Project Management Plan that covers:

3.1.2.1. Integration Management

3.1.2.2. Scope Management

3.1.2.3. Schedule Management

3.1.2.4. Cost Management

3.1.2.5. Quality Management

3.1.2.6. Resource Management

3.1.2.7. Communications Management

3.1.2.8. Risk Management

3.1.2.9. Procurement Management

3.1.2.10. Stakeholder Management

3.1.3. Coordinate the activities of various Montgomery County Government groups and vendors that are part of the Project Team.

3.1.4. Provide regular reports on the Project Status such as price, schedule and performance parameters for all projects and demonstrate the continual assessment and mitigation of potential risks to project success.

3.1.5. Conduct regular project status meetings, publishing meeting minutes.

3.1.6. Conduct DHHS Senior Leadership Team, Workgroup and Project Team Briefings.

3.1.7. Ensure the proper documentation is in place, e.g., requirements document and support plans, to facilitate knowledge transfer in a manner that positions DHHS to assume primary responsibility for the ongoing support of the systems and capabilities implemented during this process.

3.2. Improve DHHS IT Requirements Management Process. To include: 3.2.1.Ensure that all DHHS Supported IT Systems have complete requirements

document.

3.2.2. Work with system stakeholders to document high level operational / functional requirements necessary to evaluate proposed projects.

3.2.3.Follow DHHS IT Change and Configuration Management Policies to properly document changes to the system requirement baselines.

3.2.4.Maintain DHHS IT Requirements Database and ensure all system requirement baselines are entered and maintained.

3.2.5. Identify Requirements Management System Improvements.

3.3. Conduct Market Research, when necessary, to identify existing systems that may be suitable solutions to meet DHHS Stakeholder requirements associated with potential or approved projects.

4. Required Technical Skills & Hands-on experienced:

4.1. Minimum Skill Set

4.1.1.At least 15 years of prior project/program management experience at least 5 of which includes experience managing multiple IT initiatives simultaneously

4.1.2. Prior experience with large scale projects updating or replacing IT Systems serving more than 1,000 users

4.1.3.Knowledge of software and implementation methodologies

4.1.4.Prior experience with management of IT budget and scope management 4.1.5.Prior experience in managing contracts greater than $5M.

4.1.6. Project Management Institute Project Management Professional or other industry recognized Project Management certification.

4.1.7. Excellent oral and written communication skills as evidenced by prior experience in the development or reports or presentations to Executive Leadership

4.1.8. Experience managing diverse teams and stakeholders

4.2. Preferred Skill Set

4.2.1. Experience with government, health and human services programs, organizations, and information systems

4.2.2. Knowledge of Electronic Health Record systems 4.2.3.Knowledge of Case Management systems

4.2.4.Prior experience with organizational changemanagement

5. Education

5.1. BS or BA degree (in a technical field is a plus), Master's degree preferred.

5.2. Contract staff will report directly to DHHS Task Order Manager but will provide regular reports to the DHHS IT Chief Information Officer and the DHHS Senior Leadership Team.

5.3. Contract staff must have own reliable transportation and mobile communication; able to travel to numerous work sites within Montgomery County or work-related locations.

5.4. The County reserves the right terminate this Task Order at any time in accordance with contract terms.

5.5. The Department of Health and Human Services reserves the right to review and make final decisions as it pertains to staff and their replacement.

Deliverables:

1. Monthly time sheet for review and approval by the Task Order Manager. This submission should also include an overview of the work performed during the period covered by the time sheets.

2. Project Management Deliverables

2.1. Completed Project Management Plans for each assigned projects.

2.2. Regular status reports, as outlined in the Project Management Plan, on the efforts price, schedule, and performance parameters for all projects and demonstrating the continual assessment and mitigation of potential risks to project success. These would include:

2.2.1. Weekly Project Status Reports.

2.2.2. Monthly Senior Leadership Team Briefings.

2.3. Prior to Project Completion, appropriate documentation (requirements documents, development documents, test plans & results) to validate the project meets the requirements.

2.4. Upon Project Close Out, appropriate documentation (support plans and design documents) to properly document the system and provide necessary documentation to the sustainment team.

3. Requirements Document (when applicable): Formalized requirements documents, approved by Sponsor, System Owner and IT, entered in the DHHS Requirements Management System.

4. Results of Market Research (when applicable), to include costs, comparison against requirements documents and other systems.
