The Virginia Department of State Police is seeking qualified applicants for an Intelligence Analyst Senior position in the Bureau of Criminal Investigation, Criminal Intelligence Division, Virginia Fusion Center (VFC), located in North Chesterfield, Virginia. This position conducts analysis of multi-faceted data in order to show methods, trends, and patterns relating to cyber-crime by researching, evaluating, and disseminating cyber intelligence information to support prevention and response efforts for cyber-crime. The employee in this position is aware of, and is proactive, in ensuring a strong internal control environment to include: potential risks are reduced or communicated to management; data and reports are accurate and reliable; Department assets are safeguarded to prevent waste, loss, unauthorized use or misappropriation; Department objectives are achieved by maximizing operation efficiency and effectiveness; and applicable laws, regulations and policies are consistently followed. This position is an Exempt position; therefore, this position is excluded from the provisions of the Fair Labor Standards Act due to the nature of duties and job responsibilities.
Duties:
- Delivers technical analytic case or incident support to local, state, and federal cyber-criminal investigations and cyber incidents as requested or as directed.
- Provides technical analytic case support that includes but is not limited to open-source intelligence analysis; intelligence development related to cyber indicators or compromise/interest; and working with localities and private sector to address cyber incidents and challenges.
- Participates in team rotation for cyber incidents and cyber notifications in accordance with the VFC cyber procedures and policies and Cyber Incident Response Annex.
- Works individually or as a team member to produce written intelligence products that address cybercrime, trends, and best practices.
- Coordinates the exchange of tactical, operational, and strategic cybersecurity information and intelligence regarding active criminal investigations, threats or incidents related to cyber with those who have a need and right to know.
- Initiates and maintains contact with state, federal, and local law enforcement, fire/EMS, emergency management, and information security/technology community.
- Attends and/or coordinates regional cyber intelligence and information sharing meetings regarding cyber security.
- Develops visual presentations on cyber activity in the National Capitol Region and presents the information in a professional and thorough manner.
Performs other duties as assigned to assist in meeting the VFC’s mission, goals, and objectives which includes, but is not limited to ensuring compliance with Commonwealth of VA and VSP procurement policies which includes those policies governing the use of Small Purchase Charge Cards (SPCC).
- Works as required, including rotating shifts on nights, weekends, and holidays in support of VFC Watch Center or operational needs.
- May be required to perform other duties as assigned.
May be required to assist the Agency or state government generally in the event of an emergency declaration by the Governor.
Minimum Qualifications
Qualifications:
- Working knowledge of research and analysis techniques.
- Skill in the use of personal computers and using Microsoft Office applications; and in using analytical application programs and software to produce maps, text, tables, graphs, and charts.
- Demonstrated ability to apply critical thinking to diverse information sets; produce logic-based analysis and make recommendations on probable and potential trends and event outcomes; effectively collect, analyze, summarize, interpret, and communicate information and technical data orally and in writing; make presentations and recommendations, and provide guidance to local, state, and federal executive-level decision makers; obtain competencies in a variety of tactics, techniques, and procedures associated with technical and/or cyber related domains to include malware, social engineering, computer intrusions, mobile applications, and open-source intelligence methods; work individually and as a member of a team; and effectively communicate in English with staff and external partners to ensure goals and objectives are met.
- Graduation from high school or equivalent.
- Bachelors degree in social science, government, business, or criminal justice related field preferred and/or analytical experience to include cyber security or criminal analytical training.
- Public safety experience or other broad scope governmental experience desired.
- Must have a valid driver’s license.
- Must be able to obtain a federal security clearance and successfully pass a State Police background check.
- Requires a three year commitment to the VFC and ability to work rotating shifts, weekends, and holidays.
Elements of the selection process include the screening of application(s); the completion of an interview and written practical exercise by qualified candidate(s); salary negotiations; and a background investigation. The pre-employment process can take approximately up to three months to complete. The anticipated duration of this process is determined by the successful completion of the above items.
