Job Summary
The Instrument Controls and Electrical (IC&E) Technician is responsible for the maintenance and repair of all instruments, control systems and electrical equipment in the power plant and the associated facilities. The IC&E Technician performs work of high skill in the inspection repair, testing, adjustment, installation and removal of all electronic and electrical power plant equipment and systems.
Job Functions
- Perform preventive maintenance duties on all major equipment and systems as well as emergency backup systems.
- Perform inspections and maintenance on Continuous Emissions Monitoring Systems.
- Maintain complete equipment files, logs, and drawings for all designated equipment.
- Participate in the administrative maintenance of the plant operating manuals, technical references, prints and diagrams and preventive/predictive maintenance records.
- Inspect repair, install and remove all types of motors, generators, transformers, switchgear, control equipment; wiring; electrical signal and communication systems, and storage batteries, and work with electrical systems up to and including 13800 Volts.
- Troubleshoot and repair various instrumentation devices, transmitters, control valves, switches, and solenoid valves.
- Conduct troubleshooting and analysis on DCS, PLC and turbine control equipment. Allen Bradley, Ovation and Woodward controls are desirable.
- Participate in the planning and implementation of major maintenance activities, including outage planning.
- Develop and update plant calibration and electrical/electronic maintenance procedures.
- Complete other tasks as requested by the O&M Manager
Scope of Responsibility
- The IC&E Technician operates from established and well-known procedures under minimum supervision, performing duties independently with only general direction given. Decisions are made within prescribed operating and casualty procedures and guidelines. The IC&E Technician encounters recurring work situations of high complexity, with
occasional variations from the norm.
- The lC&E Technician must perform work in a safe manner resulting in no accidents, in compliance with all environmental permits at all times. The IC&E Technician must effectively communicate information to supervision and fellow plant personnel, relative to the condition of the plant equipment and performance and provide suggestions for plant improvements. The IC&E Technician must perform duties in such a way to result in an optimum cost-benefit ratio.
Working Relationships
- The IC&E Technician reports to the O&M Manager, works in cooperation with the operating utility on matters pertaining to the daily operation of the plant and responds to direction from the Plant Manager in the absence of the O&M Manager
Education and Experience – An equivalent combination of education, training and experience will be considered
- Ability to understand procedures and instructions specific to the area of assignment as would be acquired in four years of high school.
- Graduation from an accredited Instrument Technician Program and two years’ work experience as a technician in a related industry desirable.
- Four years work experience as a technician with increasing responsibility in a related industry may be substituted for the above requirement.
- Ability to work well with others and be self-directed, as well as apply creative solutions to unique IC&E problems is desirable.
- Must be able to work from blueprints.
- Must be skilled in the use of hand and power-driven tools.
- Experience in working with voltages up to 13800 volts highly desirable.
- Must have excellent oral and written communication skills and excellent organizational skills
- Ability to work at heights and on ladders amid constant noise and vibration.

- Ability to work both indoors and outdoors in high noise and/or hot cold temperature extremes.
- Ability to work in proximity to high voltage and/or rapidly rotating equipment and in cramped and/or confined conditions requiring overall flexibility, manual dexterity and hand eye coordination, with occasional heavy lifting.
- Ability to work occasionally with toxic chemicals including but not limited to solvents, acids and caustics.
- Ability to work on your feet for 12-hour periods, work overtime, weekends, and holidays. On call status (day and night) may be required.
- Ability to wear a respirator, hardhat, hearing and eye protection.
- Able to lift 75 pounds.
- Ability to work in confined spaces.
- Work outside in hot or cold, wet or dry weather.
- Work alone and in an unsupervised environment.
- All employees will participate in the Fitness for Duty Program. This program includes a post offer physical examination and drug screening and post- employment drug screening as it applies under Fitness for Duty Program.
- There are extensive smoking restrictions in and around the plant.
