Position Summary:
Under direct supervision, this position provides direct heating and air quality system installation and repair support to the various buildings and projects associated with Virginia Commercial Space Flight Authority.
Duties
Installs, operates, maintains, and performs maintenance on all types of domestic and commercial heating, ventilation systems, air conditioning, refrigeration systems, and components; equipment includes but is not limited to: chillers, package air conditioners, heat pumps, oil and gas boilers and furnaces, geothermal units, condensers, ventilation systems, and cooling towers.
Troubleshoots systems to determine root cause analysis.
Makes recommendations for repairs and replacement of equipment/components and performs replacement of parts or units using all types of test equipment, such as voltmeters, gauges, leak detectors, reclaimers, vacuum pumps, charging equipment, meggers, etc.
Performs equipment inspections for damage, wear, inefficient operation, malfunctioning, and evidence of the need for overhaul or tear down.
Checks components and elements such as valves, pressure gauges, temperature readings, switch settings, gas leaks, bearing wear, overheating, noise, and irregular operation of fans, coils, oil separators, condensers, and compressors.
Takes temperature readings, tests for gas leaks, and inspects tubing and piping for leaks.
Installs refrigerant, piping lines, and ductwork per schematic drawings and connects assemblies in pipes, such as compressors, condensers, motors, and related units.
Conducts equipment and system commissioning.
Uses manufacturer’s handbooks and related manuals as guides for specifications and for the more complex diagnosis and repair procedures (including systems such as the air filtering-dehumidification air conditioning systems as used in various office buildings of the facility as well as controls, such as thermostats, pressure-stats, humidistat, relays, switches, solenoids, and the like).
Uses manufacturer’s documentation and field conditions (when appropriate) to develop and perform preventative maintenance procedures, operations documents, blueprints, and system documentation
Develops blueprints and system documentation based on field conditions and manufacturer documentation.
Performs work on various types of HVAC electronic/electrical equipment and related devices by performing the following: installing, maintaining, replacing, overhauling, troubleshooting, modifying, constructing, and testing.
Applies technical knowledge of electronic/electrical principles, determines malfunctions, and restores malfunctioning equipment to optimum operating conditions (equipment consists of many different types of circuits or multiple repetitions of the same kind of circuit used in Fire Protection Systems, Energy Management Systems, Security Systems, Elevators Controls, Utility Controls, Electrical generator Controls, etc.)
Performs work, testing, and troubleshooting on fiber optic-based communications.
Responds to off-duty hour calls to silence the alarm, shut down pumps, prevent loss/damage, and restore the malfunctioning equipment to proper operation.

Must possess a valid driver’s license and reliable transportation to the Mid-Atlantic Regional Spaceport Offices and Virginia’s Eastern Shore facilities.
Must maintain secured access to the Mid-Atlantic Regional Spaceport and supporting facilities.
Must have a basic knowledge of electronics, electrical, and mechanical principles that pertain to electronic control systems.
Must interpret and develop blueprints and line diagrams using applicable codes.
Must possess expertise in using multimeters and other test equipment to troubleshoot HVAC and Controls components and equipment.
Must possess a current universal license for the reclamation of refrigerants.
Must be able to maintain (including replenishing fluids), modify, troubleshoot, repair, adjust, calibrate, validate, certify, test, and operate the domestic and commercial air conditioning and heating units, associated ventilation systems, related circuitry, and building automation controls.
The position requires applying the knowledge and skills necessary to perform soldering and produce reliable electrical connections.
Must be skilled in electrical test equipment (digital multi-meter, amp meter, oscilloscope) and maintenance equipment (soldering iron, crimps, conduit bender/threader, angle grinder, and reciprocating saw).
Must possess the aptitude and ability to achieve formal certification for operating various ground support equipment through formal training.
Must possess excellent written and oral communication skills.
Must be proficient in the use of Microsoft Office Software suite and Microsoft Windows-based programs.
The ability to withstand inclement conditions for extended periods is critical.
Knowledgeable in clean room applications.
Knowledgeable in VRF applications.
Must understand, follow, and promote OSHA safety guidelines and requirements in the workplace.
Education (required minimum education level):
A high school diploma or GED equivalent
Virginia Masters HVAC Card
Experience in humification and dehumidification systems
Minimum five years of Building Automation Systems (BAS) operation experience
Minimum 15 years of experience in commercial HVAC applications and data rooms
