General Statement of Duties
Performs a variety of specialized program support and administrative duties in the County’s Human Resources Department.
Distinguishing Features of the Class
An employee in this class provides a variety of administrative support tasks for the department in a professional, energetic, and welcoming manner. Work includes tasks such as serving as departmental receptionist and answering employee and applicant questions; posting, accepting and maintaining tracking records on applicants; maintaining personnel files; compiling reports; and related administrative support tasks. Work involves extensive contact with employees and applicants to provide policy interpretation and assistance, and requires knowledge of assigned areas of personnel administration with a high degree of accuracy. Employees must exercise sound judgment, tact, and initiative in all contacts. Work is performed under regular supervision and is evaluated through conferences, observations, reports, and feedback.
Duties and Responsibilities
Essential Duties and Tasks
Serves as initial contact for the department, greets the public in person and by telephone and provides information requested; delivers mail; screens mail, documents and other materials; uses spreadsheet and word processing programs and to prepare correspondence and reports as requested.
Places employment announcements on the County website; coordinates updated job announcements based on job and classification changes; receives employment applications; explains application process; compiles groups of applicants and refers to department; maintains a spreadsheet of applicants and the job applied for and demographic information; maintains file of applicants and applications; assists job applicants with information and processes.
Reviews and approves time sheets and leave use and balances.
Maintains an updated database with position control, performance evaluations, class specifications, job descriptions, organizational charts and other documents.
Responsible for the completing the I-9 processing for the county.
Maintains order within the departmental file room; moving and deactivating personnel files as needed.
Assists with the employee on-boarding process. Creates new hire orientation packets and rotates conducting employee orientation.
Maintains personnel files, establishing folders for new employees and filing information weekly; responds to employee and citizen requests for information about personnel files.
Maintain departmental calendar and distribute monthly.
Provides administrative support to the Director in setting up meetings and generating reports and correspondence (such as new hire orientation letters, adjusted hire/date of service letters, COBRA notification letters, etc.) as required.
Assists in planning and setting up employee events, including benefits fair, retirement functions, enrichment activities, etc.

Recruitment and Selection Guidelines
Knowledges, Skills, Abilities
Working knowledge of County policies, provisions, leaves and benefits programs and recruitment requirements.
Working knowledge of theories, principles and practices of human resources administration, related laws and regulations, especially for assigned functions.
Considerable knowledge of office administration techniques.
Knowledge of word processing, spreadsheet, data base, specialized human resource software, payroll software, financial package software and other similar software and skill in using office technology.
Skill in internal customer service excellence and collaborative conflict resolution.
Ability to gather and analyze information, compose and implement reports and procedures.
Ability to analyze and use policy and procedures to resolve problems.
Ability to maintain the confidentiality of personnel records and discussions.
Ability to establish and maintain effective working relationship with other officials, department heads, employees, and the general public.
Ability to communicate effectively in oral and written forms.
Ability to organize work and perform duties accurately.
Ability to set and follow effective work priorities and meet established, sometimes tight/demanding, deadlines.
Physical Requirements
Must be able to perform the basic life operational skills of reaching, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.
Must possess the visual acuity to prepare and analyze data and figures, to maintain files, operate a computer, and to read extensively.
Desirable Education and Experience
Graduation from high school and several years of administrative support and administrative experience involving significant office technology, preferably in a local government and/or human resources setting; or an equivalent combination of education and experience. Either a notary or the ability to become one within 3 months of employment.
