Duties
- Provide oversight and management of all Human Capital functions and initiatives within the HRC and those initiated by administration senior management.
- Determine and assess senior management needs.
- Provide senior level expertise to plan, develop, implement, integrate, and evaluate the effectiveness of HR policies and programs.
- Develop instruments and techniques for greater efficiency for facilitating the achievement of the strategic goals.
- Plan and execute internal and external recruiting and examining programs.
- Continually evaluate assigned program responsibilities and provide recommendations to VBA on various aspects of HR operations.
- Provide oversight on highly sensitive, complex actions and requirements in support of significant program functions.
- Provide professional services and guidance to all management/supervisory levels concerned with HRM principles, techniques, and acceptable practices.
- Develop HR goals and objectives that integrate with VA/VBA objectives to ensure alignment with the mission and strategic goals.
- Provide technical advice on propriety of statutory, regulatory, and procedural requirements to all levels of management.

To Qualify at the grade level of GS-15: Applicants must have at least one (1) year, (52 weeks), of specialized experience equivalent to at least the next lower grade level (GS-14) in the normal line of progression for the occupation in federal or other services. This experience must have equipped the applicant with the knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position.
Specialized experience for this position is defined as: (1) Managing a Title 5 human resource staffing and recruitment program; (2) Implementing, advising, and managing human resources functions (ex. staffing, recruitment, personnel action processing, and benefits administration); AND (3) developing organizational strategies, goals, and deliverables (ex. regular/recurring reports, policies, standard operating procedures, memorandums of understanding, performance plans, and briefings).
There is no educational substitution for the GS-15 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

COVID-19 Pandemic Expanded Telework Program - Due to COVID-19, VA is currently in an expanded telework posture. Work Schedule: Regular office hours, Monday - Friday, 8:00 AM - 4:30 PM.

Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-15.
Physical Requirements: The work is mainly sedentary, except for walking to local meetings and carrying briefcases and luggage when in travel status. The Department of Veterans Affairs makes reasonable accommodations for persons with disabilities.
