POSITION SUMMARY
The Human Resource Generalist will be responsible for applying business knowledge and human resources expertise. This position will play a key role in facilitating the movement of new candidates through the application process, streamlining the onboarding process for new hires, coordination of orientation and training, and assist with recruitment needs of the Center.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Activities include but are not limited to the following:
- Extends employment offers to potential staff in conjunction with the Center’s compensation philosophy.
- Manage the onboarding process in its entirety to ensure regulatory compliance.
- Conducts all required employee background checks, make determinations for hiring accordingly, and responsible to ensure that completion, documentation, and tracking is completed in a timely and accurate manner. Report adverse information to the HR Manager.
- Verify certified employees have proper credentials recorded with the NY State Office of Professions, NY State Office of Teaching Initiatives, OPWDD, OCFS, or other professional agencies or associates as appropriate.
- Maintain the integrity and confidentiality of personnel files and records.
- Perform all necessary filing duties including that I9 forms are completed with required documentation.
- Conduct employment verifications and reference checks for potential employees and complete all incoming employment verification requests from outside entities.
- Responsible for tracking evaluations to include DSP, 90-day, and annual evaluations for all employees.
- Enter, assign, and track employee training records within the LMS (learning management system).
- Reviews, tracks, and documents compliance with mandatory and non-mandatory training requirements and reports non-compliance to HR Manager.
- Conducts new hire orientation, assimilate employees to the Center, and develop new trainings as requested.
- Handles employment related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the HR Manager.
- Assist with interview process including prescreening of potential employees as requested.
- Generate and maintain reports, charts, and records and assist with mailing as needed/directed.
- Attend and represent the Kelberman Center at job fair and community events.
- Assists with planning and execution of special events such as benefits enrollment and employee recognition events.
- Uses effective, timely communication approaches that include proactively keeping others informed and works cooperatively with all employees.
- Participate in professional development programs to increase knowledge of human resource procedures.
- Ensure compliance with all pertinent government and Center regulations and operating standards.
- Establish a work environment that creates positive communication between supervisors and employees and assimilates new employees to the Center’s culture, values, and mission.
- Participates on committees, in meetings, and presentations as assigned.
- Performs other related duties as assigned.

- Proficient with Microsoft Office Suite or related Software.

EDUCATION AND EXPERIENCE
- Bachelor’s degree in related field preferred.
- Minimum two years’ experience in Human Resources or related field preferred.
- Knowledge of NYS Justice Center credentialing requirements, laws, rules, and regulations preferred.
- NYS certified notary public preferred.
- Knowledge of NYS employment law preferred.
- Must have a valid New York State Driver’s License travel is required.
- Must possess the ability to make independent decisions when circumstances are warranted.
- This position will not have regular and substantial unsupervised or unrestricted physical contact with individuals receiving services and is not required by law to be fingerprinted for a criminal history record check under OPWDD
(Office for People with Developmental Disabilities) and in coordination with the regulations of the NYS JC.
WORK ENVIRONMENT/HAZARDS
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The noise level in the work environment is usually moderate. Minimal risk of chemicals used in cleaning. Job related tasks do not involve exposure to blood, body fluids, or tissue and tasks are not a condition of employment. May have exposure to unpredictable individuals and situations when working at Kelberman Center sites. OSHA
Exposure Category III.
PHYSICAL/MENTAL DEMANDS
- Certain deadlines and unanticipated developments may require work during evenings, weekends.
- Ability to quickly address any emergent issues without losing focus on task at hand.
- The employee must have full sight and hearing with fluency in the English language. While performing the duties of this job, the employee is regularly required to talk or hear.
- The employee frequently is required to stand, walk and sit. Must be able to sit for long periods of time.
- Constantly operates a computer and other office productivity machinery, such as a copy machine, scanner, computer printer, etc.
- Must have the ability to lift 25 pounds at a time.
- Ability to handle stressful and unpredictable situations.
