Position Summary
This position provides para-professional and administrative support to the human resources department. The work performed by this class follows established procedures and general directions; incumbents operate independently and apply established guidelines and alternatives to make routine judgments and decisions.

- Performs records management functions for division, including organizing and maintaining databases, official personnel files, and other records in compliance with city policies, legal regulations, and confidentiality requirements; purges and archives files and documents per RCW and WAC retention schedules.
- Serves as recording secretary to the Civil Service Commission, LEOFF Disability Board, and Salary Commission, including coordinating preparation of meeting packets, and taking minutes at commission meetings.
- Assists in coordinating recruitment and selection processes, including advertising vacancies, receiving applications, and answering applicants’ questions. Processes employee and volunteer background checks. Serves as system administrator for the online applicant tracking system and maintains the applicant tracking system.
- Conducts new employee orientation.
- Assists with Civil Service processes including coordinating with Public Safety Testing on applicant scoring, scheduling oral board interviews, assembling rater packets and tabulating scores.
- Coordinates the CDL random drug and alcohol testing, schedules exams, audits CDL holder spreadsheet to ensure employee compliance with required certifications and licenses; runs annual Driver’s Abstracts; tracks manager/supervisor required Drug & Alcohol Training.
- Processes and assists in setting up and maintaining individual workers’ compensation claims; monitors reports including Stay At Work claims and the tracking of hours and lost wages; and prepares year end survey of occupational injuries and illnesses for the U.S. Department of Labor.
- Serves as backup to HR Specialist in processing new hires, benefits and payroll information. Tracks and monitors performance review completion, notifying supervisors of deadlines. Maintains city organizational charts and position control tracking. Assists with or conducts salary surveys, as assigned.
- Provides administrative support and serves as Assistant Coordinator for the wellness program, including organizing various activities.
- Performs routine administrative support tasks such as processing claims and invoices, mail pickup and delivery, compiling new hire packets, and generating employee communication materials.
- Assists the department manager in preparing correspondence and reports addressing confidential and sensitive matters and gathering data for analyses and studies, including gathering information related to developing labor negotiation strategies.
- Provides backup support to other human resources staff, as needed.
Qualifications
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
- One year of experience working in a human resource-related capacity.
Education and Training:
- High school diploma or GED.
- Associate’s degree in human resource management, business administration or a related field preferred.
Licenses or Certificates:
- Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.

Duties are performed primarily in an office, and they also require traveling to the various city offices as well as out of town travel to conferences, seminars, etc. The noise level in the work environment is usually low to moderate.
