Pay Schedule VI, Grade 23, Regular Schedule: 35 hours per week

A vacancy exists in the Department of Corrections.

Examples of Duties

Under general supervision, performs a variety of paraprofessional human resources duties in support of a major function of the Office of Human Resources or in support of a human resources division of a large County agency.


  • Manages the payroll process for an agency and coordinates other employees entering payroll information.
  • Answers questions and interprets and explains rules about leave markings to employees and managers, and ensures agency staff are paid appropriately.
  • Tracks and performs a variety of transactions including pay increases, leave of absences, transfers and retirements.
  • Tracks, reviews and monitors performance evaluations.
  • Provides information to applicants regarding job opportunities and explains employment processes.
  • Reviews employment applications for completeness.
  • Reviews and evaluates applications for merit and non-merit positions and prepares lists of qualified applicants for agencies.
  • Assists recruiting efforts to obtain qualified applicants, which may include advertising, attending job fairs, and updating mailing lists.
  • Maintains detailed records of applicants or employees, and assembles and types these into periodic reports.
  • Assists in administering and monitoring written and performance examinations.
  • Marks and supervises the marking and checking of examination papers and of training and experience ratings, including the calculation and proofreading of scores.
  • Prepares certified lists of applicants eligible for interview based on final scores or ratings.
  • Assists in maintaining automated and manual rosters of County employees.
  • Processes on-line transactions related to entry of new employees, changes and exits of employees.
  • Reviews, processes, and prepares payrolls for certification.
  • Reviews and processes miscellaneous human resources action requests.
  • Coordinates the dissemination and publication of policy and procedure changes in print and on the internet and/or intranet.
  • Coordinates new hire scheduling and processing.
  • Issues ID badges. Sets up appointments, takes pictures, processes and prints badges.
  • Monitors requests for new and replacement badges.
  • Assists in interpreting human resources rules for County employees.
  • Explains human resources records, leave rules, holidays, payroll administration, and other general administrative procedures to individual employees or agencies.
  • Conducts general orientation meetings and explains County personnel policies and procedures to new employees.
  • Assists in the coordination of employee development and training programs.
  • Assists in the delivery of training in a team-teaching mode.
  • Assists in the development and preparation of classification and compensation surveys.
  • Responds to surveys conducted by employers in the public and private sectors.
  • Prepares legislation to amend the Classification and Compensation Plans.
  • Finalizes changes to class specifications, pay schedules, and the Classification and Compensation Plans.
  • Coordinates the publication of changes in print and on the internet.
  • Uses computer software packages and other automated office systems to generate a variety of documents, including lists, tables, reports, correspondence and other personnel documents.
  • Creates and maintains databases and agency files.

Examples of Other Duties
May lead or coordinate the work of human resources staff. May represent the department at meetings or on committees. Performs other related duties as required.

Qualifications

Possession of a high school diploma or an appropriate equivalent.

at least two years' clerical or technical experience in a human resources function or in job placement.

Additional education in personnel administration may be substituted on a year-for-year basis for the required experience.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Physical and Environmental Conditions
The work of this classification is essentially sedentary, but may involve occasional walking, standing, lifting, carrying, and other limited physical activity. Some duties require frequent operation of office machinery such as computer keyboards or typewriters.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, and fingerprint check.
