The Executive Office of Health and Human Services (EOHHS) is seeking an experienced Human Resources (HR) professional to fill the role of Human Resource Manager in the Northeast and Metro Regions. The selected candidate and their staff of 7 HR Professionals are responsible for the delivery of human resources services to approximately 2,400 employees who work for the Department of Developmental Services (DDS) Northeast and Metro Regions. DDS Northeast Region is comprised of a Regional Office located in Hathorne (Danvers), 5 Area Offices, 70 Residential Homes, and the Hogan Regional Center. The Metro Region is comprised of a Regional Office, 4 Area Offices, and 20 Residential Homes.

As a strategic partner supporting DDS, the Human Resource Manager will collaborate with the Boston Central Office EHS Talent Acquisition Team and the EHS Diversity Team to meet the needs of the current staff as well as future Agency talent need as we work to employ, develop and retain a high performing, diverse workforce that leverages an inclusive and equitable work environment to deliver superior health and human services to Massachusetts residents. Additionally, the incumbent will also collaborate with various internal HR functional units including classification and compensation, benefits and leave, personnel/payroll processing, labor relations, and training to improve HR services delivery by building strategic partnerships with internal and external stakeholders.

Please Note: Due to the nature of this position travel will be required within the region and statewide, therefore, reliable transportation and a valid driver’s license are preferred.

Duties and Responsibilities (these duties are a general summary and not all-inclusive):

  • Partner with the senior management and Boston Central Human Resources to develop and implement HR-related policies and procedures to design, develop and implement organizational programs, policies, and processes.
  • Serve as a resource to DDS managers on related issues and ensure communication between the Agency and the various functional Units in HR.
  • Collaborate with the Diversity Office on employee recruitment and retention initiatives to create and empower a diverse, equitable, and inclusive workforce and culture.
  • Provide high-quality training resources, technical assistance, and support to DDS Hiring Managers (HMs) and related to the applicant tracking system and all aspects of the hiring process.
  • Participate in the development and delivery of an effective orientation and on-boarding program in collaboration with the Boston Central Office Training Department.
  • Assist the Agency in large-scale projects including the rollout of new HR systems, processes, or policies.
  • Partner with the EOHHS Labor Relations team and the Agency Employment Counsel, as needed/required, to support managers in resolving HR issues.

Preferred Qualifications:

  • Demonstrated ability to develop and implement human resources programs for recruiting and employment, orientation, separation management, classification and compensation, organizational development, training, and employee development.
  • Experience with electronic applicant tracking systems such as TALEO.
  • Knowledge of the principles and practices of Human Resource Management and experience with Commonwealth HR policies and procedures.
  • Knowledge and demonstrated ability to implement EEO, diversity, equity, and inclusion (DEI) human resources best practices.
  • Working experience with the state IT systems such as HR/CMS, and MassCareers.
  • Experience in Human Service agencies including agencies that operate 24/7.
  • Experience in a unionized environment.
  • Proficient execution skills and the ability to translate HR strategy into actionable initiatives.
  • Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in processes and systems.
  • Capacity to supervise staff including performance appraisal, employee coaching, training, development, and performance management.
  • High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks.
  • Capability in partnering with and influencing senior leaders at all levels of the organization through relationship building.
  • Excellent conflict management skills and the demonstrated ability to problem solve and effectively diffuse highly charged situations.
  • Strong written and oral communication skills, and proficiency with Microsoft Office applications including Excel, Outlook, and Word.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
