POSITION: Human Resource Manager
RATE: Negotiable based on experience; agency fringe package.
NORMAL SCHEDULE: 8:00 am until 5:00 pm – Monday thru Friday - May include evening assignments, scheduled by Executive Director.
Summary: Responsible for developing, implementing, and coordinating policies and procedures for the following:
- Recruiting, interviewing, and staffing for Agency open positions;
- Conducts Employee New Hire orientation; includes training on cultural diversity, and includes training on Infection Control (hand-washing and preventing the spread of contagious illness)
- Performance management, oversees employee annual review process and improvement systems;
- Wage and salary administration including wage plan administration and updates
- Employment and compliance to regulatory concerns;
- Employee development, and training;
- Training in Affirmative Action and maintaining the role of EEO Officer
- Personnel policy development and documentation, including necessary personnel forms
- Employee relations; labor relations
- Coordinates payroll processing with Finance Department by ensuring accurate data in electronic human resource management and payroll systems.
- Maintain and develop job descriptions.
- Maintains job applications and resumes in electronic file format;
- Compensation and benefits administration;
- Employee safety education including participation on Agency Safety committee, welfare, wellness, and health; Safety council for Workers compensation discount program; workers compensation processing.
- Working knowledge of FMLA paperwork and processing.
- Directs benefits administration and enrollment.
- Develops and maintains employee services and/or referrals for counseling and other needed services;
- Hearing and resolving employee grievances, counseling employees and supervisors.
- Ensures that all disciplinary actions are implemented in accordance with the agency’s written policies;
- Ensures legal compliance with all applicable human resource federal, state and funding source requirements.
- Responsible for research of all new applicable labor laws.
- Develop and maintaining historical Human Resource filing system.
- Coordinates paperwork requirements for lay-offs, terminations, and voluntary resignations for all employees. All correspondence for unemployment claims. Co-ordination of benefits including COBRA. Scheduling of and participation in exit interviews with employees.
- Serves as the individual responsible for the management and processing of malpractice claims, related activities and serves as the claims point of contact.
- Will be responsible for IT services as well in cooperation with CAO IT consultant
- All other duties as assigned.
Required Job Qualifications:
1. A minimum of 2-3 years work knowledge and experience in personnel management.
2. Bachelor’s Degree in Business Management, Human Resources, or related field, preferred and/or Professional in Human Resources (PHR) certification desirable.
3. Minimum of 3 years’ experience with IT consisting of servers, computers, and software experience.
4. Excellent written and oral communication skills.
5. Computer proficiency required.
6. Strong organizational and developmental skills.
7. Knowledge of state and federal labor laws and regulations.
Additional Requirements/Conditions of Employment:
1. Bureau of Criminal Investigation and FBI background check and employment physical including drug testing.
2. Valid driver’s license/reliable transportation/overnight travel.
Physical Requirements:
1. Ability to work in fast-paced and often high-stress environment as well as the ability to adapt quickly to workload changes.
2. Ability to deal with employees/management and outside clientele in a diplomatic and courteous manner while assuring adherence to CAO policies and procedures.
Working Conditions:
1. Various noises associated with an office setting.
2. Exposure to toner and other chemicals used in copiers, fax machines and other office equipment. Exposure to cleaning chemicals such as dish detergent, window cleaner.
