THE POSITION
Under general direction, HS Homeless Services Supervisor serves as a first-line supervisor of staff who provide outreach, assessment, referrals, case management, and financial assistance to individuals and families at risk of or experiencing homelessness.

THE IDEAL CANDIDATE
The ideal candidate has thorough knowledge of and experience working directly with and providing services to vulnerable populations, including those experiencing homelessness, poverty, disabilities, etc., as well as experience collaborating with other service providers; supervisory experience in a social services agency; and excellent interpersonal and communication skills, both written and verbal. The ideal candidate also possesses excellent problem-solving skills; is results-focused; and has a proven track record of providing exceptional public/customer service with a trauma-informed approach and focus on diversity, equity, and inclusion, as well as a history of positive interpersonal relations with co-workers and colleagues; a demonstrated ability with innovation and flexibility in the execution of responsibilities in response to a changing work demands; a strategic planner, critical thinker, and works well independently, as well as in a team environment.

EDUCATION/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

HS Homeless Services Supervisor is represented by Service Employees International Union (SEIU) and is eligible for overtime compensation.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Assigns, reviews, and audits the quality and quantity of casework performed by subordinates; identifies discrepancies or problem areas, provides follow up training and coaching, and takes corrective action accordingly.
  • Plans, coordinates, and supervises a unit of HS Homeless Services Social Workers and support staff to ensure delivery of services in a trauma-informed manner and compliance with Federal, State and local guidelines and departmental policies.
  • Assigns and instructs workers in social work methods and techniques; interprets rules, regulations or laws relating to program services; and provides case consultation and coaching to subordinate staff on challenging situations or problems.
  • Prepares reports, monitors database quality and trends, and makes recommendations to management; identifies program needs and suggests changes to service delivery.
  • Serves as a liaison between the unit and other units within the Human Services Agency or with outside agencies, including representing the agency on related committees and taskforce groups.
  • Manages a reduced caseload of high profile / high barrier cases, which includes integration of social work methods to ensure delivery of services and compliance with Federal, State and local guidelines and departmental policies.
  • Receives and interviews complainants; makes decisions (may be subject to administrative review) regarding allowances or changes in services to be rendered.
  • May speak and make presentations before professional groups, partnering agencies or the public.
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING and EXPERIENCE

A Master's Degree from an accredited university in Social Work (MSW), Marriage and Family Therapy (MFT); counseling; vocational rehabilitation or a closely related advanced degree AND at least sixty (60) months of adult case management experience including twelve (12) months of homeless service case management;

OR

At least eighteen (18) months of experience comparable to a HS Homeless Services Social Worker III and/or IV with the County of Ventura, Human Services Agency.

Substitution: An additional twelve (12) months of experience as an adult case management social worker may be substituted for the graduate education requirement.

NECESSARY SPECIAL REQUIREMENTS


  • Possession of or the ability to obtain and maintain a valid California driver's license.
  • HS Homeless Services Supervisors may be required to furnish their own vehicles for use on the job and are reimbursed for mileage.
  • Incumbents are required to perform after hours standby services, as needed.
  • Some evening work is required, especially during the winter shelter season.
  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.
DESIRED
  • Two (2) or more years' experience serving the homeless population as a case management social worker with experience in handling high profile/high barrier cases.
  • One (1) or more years' of supervisory experience in a social services agency.
  • Bilingual fluency in English and Spanish.
WORKING CONDITIONS
  • Duties may require driving to make field-based visits to clients in environments that may be unsanitary or unsafe; and
  • Incumbents may encounter hostile reactions from clients and others in the course of performing job duties; and may be exposed to unsanitary/unsafe conditions, people with body odor and cigarette smoke.

TRAINING & EXPERIENCE EVALUATION (100%): A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

The eligible list established will be created from the scores resulting from a Training and Experience Evaluation (T&E). In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, a T&E will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year. The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary, Fixed-Term), Intermittent, and Extra Help vacancies.
