Position Summary
The Housing Stability Specialist – Families & Communities works in collaboration with the Director of Housing Stability and the Senior Strategy & Programs Manager to define and advance the mission, strategy, and workflow of the Housing Stability Division. The primary role of the Housing Stability Specialist is to direct the Supporting Families and Communities programming. The Specialist will lead community and stakeholder input initiatives and develop strategic and tactical directions for the program area, which includes Summer Youth Employment, Youth RAP and Community Engagement Grants. The Specialist is responsible for the stewardship of approximately $2 million in contracts and funding disbursements, including leading multiple Request for Funding (RFP) processes, contract management of up to 65 programs, grant administration for up to 30 organizations, program evaluation and reporting. The Specialist will be called on to represent the Agency on internal and external committees and industry events and functions and be responsible maintaining several external relationships for specific programming as needed with State and Municipal Agencies, Industry and Philanthropic organizations, Community partners across the Commonwealth, and the Agency's community of Resident Services Coordinators to ensure appropriate coordination of service delivery and funding. The Specialist will supervise one staff member and any consultants relative to scope of the work.
Specific Duties and Responsibilities
Lead the department’s strengthening families and communities impact area:
- Work with Housing Stability Director and team to review existing/establish new programs ensuring alignment with MassHousing’s strategic goals.
- Management of the Youth RAP Program including program design and implementation in year one with a focus on long term sustainable funding and ongoing program management including compliance with HUD requirements.
- Develop key performance indicators to monitor Youth RAP, Summer Youth Employment, and other programs serving MassHousing residents and the surrounding communities.
- Initiate and manage community leadership cohorts with residents and resident service coordinators, including outreach, recruitment, and facilitation.
- Review existing grant-making processes and programs to ensure on-going relevance to MassHousing mission and advancing equity and opportunities for residents. Manage ongoing community engagement grant making activities, including the implementation of Community Review Committees.
- Assist in grant acquisition activities as directed.
- Manage statewide partnerships with community-based organizations that strengthen families and communities and support youth development.
- Represent MassHousing at public events.
- Perform other related duties as assigned.
Knowledge, Skills and Abilities Required
- Demonstrated ability to design, implement, manage the lifecycle, and measure the impact of programs.
- Demonstrated experience with housing stability programs.
- A working knowledge of State and Federally funded social service programs.
- Demonstrated commitment to valuing diversity, promoting equity, and contributing to an inclusive working and learning environment.
- Experience with grant management.
- Experience in areas of youth development/engagement and/or community capacity building. Additional working knowledge of one or more of the following would be helpful: substance use disorder, mental health, domestic violence, disabilities, older adults, employment and economic mobility.
- Experience developing external partnerships to advance Agency goals.
- The ability to provide strategic level, critical thinking in problem solving settings.
- A strong work ethic, with a results-oriented philosophy and personal qualities of trustworthiness, openness, accessibility, kindness, flexibility, and a sense of humor.
- Experience leveraging data and analytics to develop insights and drive decision-making.
- Proficient in Microsoft Office Suite.
- Commitment to MassHousing’s mission and its stakeholders.
- Ability to motivate and rally support in service of MassHousing's mission and goals.
Minimum Education and Training
- Bachelor's degree or lived experience with housing instability and/or 12+ years of community engagement work. Advanced degree in public policy/administration or social work helpful but not required.
- 7+ years of relevant experience in strategic program development, implementation, and impact measurement; establishing and maintaining strategic partnerships; grant-making and grant procuring program management, and civic/community engagement collaborating with diverse groups of individuals.
Salary Range: $92,338 - $120,040

This position has been designated as "Mobile" under MassHousing's Alternative Work Schedule (AWS)-hybrid work model. However, during the first 90 days, the employee may be expected in the office more frequently for training and onboarding.
