The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.
Purpose
This is a professional position designed to implement disaster recovery programs under the Louisiana Office of Community Development (LOCD). The position will oversee or assist in the administration of disaster recovery programs in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of aspects of disaster recovery, disaster CDBG programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations.

A baccalaureate degree plus two years of professional level experience in Community Development Block Grant Disaster Recovery (CDBG-DR) housing, Public Administration or Urban Planning.
A Master’s degree from an accredited college or university may substitute for one (1) year of the required experience.
Preferred Qualifications:
Knowledge of Community Development Block Grant-Disaster Recovery- Knowledge of Federal Emergency Management Agency Public Assistance Program
- Professional experience with communications/public relations.
- Highly Proficient in Microsoft Office Suite
- Ability to develop Program schedules and budgets and understand and monitor financial health of the Program.
- Ability to coordinate with internal and external stakeholders of the organization to share information, make decisions, and/or implement effective solutions to problems or complaints.
- Ability to analyze, understand, and apply complex and/or technical materials such as directives, regulations, policies, Code of Federal Regulations, etc.
- Advanced time management skills which utilize high-level strategies that aid staff in managing time, productivity, and effectiveness.
- Real estate functions including but not limited to knowledge of mortgage/commercial lending, multi-family housing, supportive housing, city planning and/or public policy.
Essential Functions

Provides technical assistance to grantees, to assure that all projects and expenditures comply with federal rules and regulations and program policy/agreements.
Provide specialized guidance on recovery program areas, as it relates to policy implementation, and revisions.
Assists the division in interpretation and understanding of specialized program directives, best practices, applicable regulations, and legislation.
Coordinates with key partners and agencies for special disaster recovery needs and in the area of specific technical expertise.
Provides highly responsible and complex technical support in specialized recovery effort to division Director or designee and OCD management.
Establish performance measures and program design of disaster recovery activities/programs identified as priorities by OCD utilizing CDBG and other recovery funds.
Develop cooperative strategies among departments within office with regulatory and funding agencies, subject to the approval of the Manager/Director.
Provide specialized policy and program advice to the departments Manager and Director regarding management and operation issues and other statewide matters.
Assist in development and implementation of goals, objectives, policies, procedures, performance objectives, standards, and reporting systems for specialize disaster recovery program area or project.
Oversee, monitor, train, and evaluate staff on project objectives to provide analysis to management on project operations and ensure accountability for state and federal regulations.
Plan, organize, and conduct workshops, technical assistance, and outreaches to grantees, sub-recipients, local officials, consultants and contractors relative to implementation of funded projects.
Reviewing federal reimbursement documentation to ensure compliance with federal and state requirements.
Utilize time management skills to create high-level strategies that aid staff in managing time, productivity, and effectiveness.
Exercise discretion and independent judgment in regards to operational decisions.
Monitor contractors providing services to the programs.
Developing or updating procedures for the proper administration of grant funds.
Attends training and technical workshops relevant to disaster recovery efforts.
